Job summary The Office of the Leeds Maternity and Neonatal Independent Review was established following the announcement by the Secretary of State in October 2025. The Programme Manager will work as part of the team to support, and co-ordinate activities related to the review.
The Programme Manager will demonstrate knowledge and skills in project management and the application of the Leeds Improvement Method. The Programme Manager will develop and provide oversight of the project plan related to the independent review, responding to changes as they arise. The Programme Manager will provide oversight of the perinatal improvement plan following publication of the maternity and neonatal inspection reports in June 2025 and the improvement plan that has been developed following publication of the well-led inspection report in September 2025. The Programme Manager will demonstrate detailed knowledge of the CQC inspection framework and how this applies to maternity and neonatal services.

As an expert in and champion of organisational change and service improvement, the Programme Manager will demonstrate high levels of self-motivation, tenacity and resilience. Success in the role will necessitate the establishment and development of strong and effective working relationships with staff and at all levels, with the ability to challenge and effectively support the delivery of complex, multifaceted programmes, through the application of structured programme management processes and interventions. It is expected that the Programme Manager will be actively responsible for establishing, maintaining and the management of effective engagement with a range of internal and external stakeholders and specifically maintaining effective communications and relationships with CSU Teams, including those directly and indirectly affected by the inquiry and other senior leaders across the organisation.
The Programme Manager will be expected to work at a senior management level that will include working directly with Clinical Directors, Senior Management Teams, the Programme Director for the Leeds Maternity and Neonatal Independent Review, Directors of Operations, operational teams and also a wide range of external stakeholders, including the appointed Independent Review team.
