Job summary
We are seeking a dedicated and experienced Senior Commissioning Manager to join our Neighbourhood North team. At North East and North Cumbria Integrated Care Board, we are committed to providing high-quality care and support to our community.
The role covers the Northumberland, North Tyneside and North Cumbria areas, therefore you will be expected to travel around these areas.

Main duties of the job
A key aspect of this role will be supporting the full commissioning cycle through robust service review, evaluation and impact assessment, ensuring commissioning decisions are evidence-based and deliver improved outcomes for local populations.
In addition, we are particularly interested in candidates who can bring experience or an interest in healthcare estates. This may include supporting service change, estate optimisation, or contributing to the development of new models of care aligned to neighbourhood health priorities.

Our Integrated Care Board (ICB) is the largest in the country.
The ICB is responsible for ensuring that high quality and safe health services are accessible to all of our communities. It has a wide range of functions, including; promoting integration of health and care services, improving peoples health and well-being, reducing health inequalities.
With a £6.6 billion budget and a workforce of 170,000 people across the North East and North Cumbria. As well as strategic functions, ICB staff also work at place level with local health and wellbeing boards in each of our 14 local authority areas. These teams also work alongside our 67 primary care networks which are groups of local GP practices, social care teams and other community- based area providers.
The ICB works with our Provider Collaborative too, this includes the 11 NHS Foundation Trusts in the region, to deliver our shared priorities.

Main Duties of the Job
The role will support the ICBs Commissioning Group, working within the Neighbourhood North team.
The role will:
Work as part of a multi-professional team, collaborating with Nursing, Medical, Contracting and Finance colleagues to deliver shared priorities Be critical in ensuring that the ICB effectively commissions and contracts services, including ongoing service evaluation and redesign Support the full commissioning cycle, including needs assessment, service review, option appraisal, impact assessment and evaluation Enable the commissioning of transformation programmes, ensuring robust review and implementation Contribute to service change programmes, ensuring activity, workforce and (where relevant) estate considerations are aligned to commissioning intentions Develop effective relationships across partners and stakeholders to support collaborative working
Person Specification
Qualifications Essential
Educated to masters level or equivalent level of experience of working at a senior level in commissioning Evidence of Continued Professional Development (CPD)
Experience Essential
Comprehensive experience of project principles techniques and tools such as Prince 2 and Managing Successful Projects Experience of managing and motivating a team/virtual team and reviewing performance of the individuals Experience of identifying and interpreting national policy Experience of financial and\or budget management Significant and relevant experience relating to the negotiation and management of NHS contracts including a significant level of knowledge around the different contract types, funding arrangements and their use and application.
