Main duties of the job
The role of the ICB Clinical Lead is to provide clinical leadership across theorganisation and throughout the strategic commissioning operating model. TheClinical Lead is vital for ensuring clinical excellence, equitable, sustainable, and resilient services.
About us
Our Integrated Care Board (ICB) is the largest in the country.
The ICB is responsible for ensuring that high quality and safe health services are accessible to all of our communities. It has a wide range of functions, including; promoting integration of health and care services, improving peoples health and well-being, reducing health inequalities.
With a £6.6 billion budget and a workforce of 170,000 people across the North East and North Cumbria. As well as strategic functions, ICB staff also work at place level with local health and wellbeing boards in each of our 14 local authority areas. These teams also work alongside our 67 primary care networks which are groups of local GP practices, social care teams and other community- based area providers.
The ICB works with our Provider Collaborative too, this includes the 11 NHS Foundation Trusts in the region, to deliver our shared priorities.

Key Responsibilities;
Foster a culture of clinical engagement and develop evidence-basedpathways. Maintain effective clinical networks and provide adviceto local partnerships. Lead the development of local pathways across primary, secondary, and mental health care. Promote innovation and resilience in neighbourhood clinical teams. Support the Medical Director with clinical priorities and education. Engage with professional bodies and support patient and public involvement. Use data to support service development and transformational change. Contribute to Core20plus 5 requirements for health improvement and equity. Improve quality and reduce variation in primary care. Encourage research and innovation. Clinical leads will contribute and be decision-makers in clinical policy and the IFR process, ensuring fairness, transparency, and consistency in handling individual funding requests. Clinical leads will be crucial in taking a lead role in responding to complaints within the ICB.
Person Specification
Qualifications Essential
Medically qualified and registered with the GMC. Clinically practising as a secondary care consultant
Desirable
Clinically practising in a consultant role in the NENC ICS. Post Graduate Professional Membership. Management qualification or MBA Qualification in improvement methodology
Experience Essential
Experience of working at a very senior level as a clinical leader in more than one setting. Experience of delivering and driving positive outcomes for patients. Demonstrable experience of leading successful pathway redesign and implementation of new clinical pathways with effective local ownership, engagement. Track record of decision making using strategic multi professional knowledge and experience Senior experience, with a significant contribution to strategy across a range of areas Relevant senior level management experience in a variety of health and/or social care settings with evidence of effective partnership working
Desirable
Experience of working in joint or integrated arrangements Experience of working in partnership forums Experience in contributing to delivery of vision/strategy in a multi-organisational setting through re-design and transformation projects
