Job SummaryYou will serve as a PROCUREMENT ANALYST of CNSSC OPERATIONAL SUPPORT FIELD.
QualificationsIn addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) or pay band in the federal service or equivalent experience in the private or public sector demonstrating the following: 1.)Mastery knowledge of methods of contracting and data analysis applicable to the acquisition of supplies, and services to propose or revise policies and procedures and provide expert advice and training to promote Category Management throughout the DON ; 2.)Expert analytical skills to independently formulate, review standards and techniques to recommend solutions to resolve encountered problems relating to the acquisition process and Category Management principles; 3.)Comprehensive knowledge of DON HCAs, the NAVSUP Enterprise, command structure, mission, functions, and organizational areas of procurement responsibilities as described in the Navy Marine Corps Acquisition Regulation Supplement (NMCARS). Major DutiesYou will Interpret and advise on questions received from DASN (P), Heads of Contracting Activities (HCAs) or other DON stakeholders regarding market research, acquisition regulations, guidance or policies.You will Evaluate and recommend revisions to acquisition FAR/DFAR regulations, Navy Marine Corps Acquisition Regulation Supplement (NMCARS) policy to further the implementation of CM.You will Review and advise on acquisition strategies, contracting waivers or Determination and Findings documents from DASN (P) or HCAs to ensure an analysis of alternative of contract solutions adequately.You will Serve as a point of contact to answer any questions relating to acquisition documentation, create relationships with leaders within the DON.
