About this role

Job SummaryYou will serve as the Director of Special Programs at the GG-15 grade level responsible for managing and overseeing approximately 50 military and civilian personnel within the Special Programs division and the Submarine Surveillance Equipment Program (SSEP) organization, as well as long term strategic planning and budgeting of a complex and evolving business model to manage a COMSUBPAC Carry On Equipment (COE) budget; and the Program Sponsor General Defense Intelligence Program (GDIP) budget.

QualificationsIn addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS/GG-14) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: Directing a technical team by managing budgets, setting strategic goals, and overseeing all workforce management functions. Providing expert technical oversight for the entire lifecycle of complex engineering projects, from design to final evaluation. Developing and implementing policies for special programs, analyzing performance, and recommending operational improvements. Getting consensus from very diverse organizations with their own priorities. Shepherding a new project from concept, to funding, to building it, to testing, to turnover to a program of record. Major DutiesYou will be responsible for workforce management and shaping issues to achieve mission success.You will plan, direct, assign, and monitor work; hire/select employees; evaluate employee performance; discipline employees; resolve employee complaints; and supports the development of employees.You will serves as Pacific Submarine Force expert on advanced electronic and optical technology equipment.You will be responsible for providing expert advice on the design, development, evaluation, installation, and testing of unique equipment and projects related to special intelligence programs and ocean engineering projects.You will analyze, schedule and monitor special equipment installation plans and programs to ensure the maximum material and operational readiness of all submarines assigned to the Submarine Force, U. S. Pacific Fleet to perform its missions.You will maintain currency on all matters pertaining to theater and national Acoustic Intelligence (ACINT), Visual Intelligence (VISINT), and Signals Intelligence (SIGINT) collection efforts and related new technologies and capabilities.You will develop policy, analyze capabilities, review operational performance, and recommend the disposition of unique equipment related to special intelligence programs and ocean engineering projects.You will provide technical guidance and instruction on ACINT/SIGINT collection techniques based on personal knowledge and liaison with various intelligence agencies, naval laboratories, and equipment manufacturers.
