PROFESSIONAL TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. PTQ 1: Demonstrated experience developing and leading enterprise-wide data and AI strategies, including governance frameworks and supporting operating models, within large, complex organizations with multiple business units. PTQ 2: Demonstrated experience defining and using metrics that connect data and AI initiatives to measurable business value and organizational outcomes. EXECUTIVE CORE QUALIFICATIONS (ECQs): In addition to the Professional Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs. There are five ECQs: ECQ 1: Commitment to the Rule of Law and the Principles of the American Founding - This core qualification requires a demonstrated knowledge of the American system of government, commitment to uphold the Constitution and the rule of law, and commitment to serve the American people. ECQ 2: Driving Efficiency -This core qualification involves the demonstrated ability to strategically and efficiently manage resources, budget effectively, cut wasteful spending, and pursue efficiency through process and technological upgrades. ECQ 3: Merit and Competence - This core qualification involves the demonstrated knowledge, ability and technical competence to effectively and reliably produce work that is of exceptional quality. ECQ 4: Leading People - This core qualification involves the demonstrated ability to lead and inspire a group toward meeting the organization's vision, mission, and goals, and to drive a high-performance, high-accountability culture. This includes, when necessary, the ability to lead people through change and to hold individuals accountable. ECQ 5: Achieving Results - This core qualification involves the demonstrated ability to achieve both individual and organizational results, and to align results to stated goals from superiors. Note: If you are a member of the SES or have been certified through successful participation in an OPM approved SES Candidate Development Program (SESCDP), or have SES reinstatement eligibility, you do not need to respond to the ECQs. Instead, you should attach proof (e.g., SF-50, Certification by OPM's SES Qualifications Review Board (QRB)) of your eligibility for noncompetitive appointment to the SES.

Major DutiesThe physical worksite for this position is located in Alexandria, Virginia. Presence at the Alexandria, VA campus is required for this role, as it includes on site functions that must be performed in person. Position may be eligible for situational telework in accordance with agency policy/business unit discretion. The Office of Chief Information Officer pilot program currently allows for 16 hours of telework per bi-week. The Chief Data Officer (CDO) serves as a senior executive responsible for leading the agency data strategy and ensuring data is managed as a valuable USPTO asset. The CDO provides oversight and manages data strategically to enable evidence-building, data-driven activities, advanced analytics such as artificial intelligence (AI), drive business value, and ensure compliance with Federal laws and regulations. Specifically, the CDO will provide leadership and management in the following areas: Data Strategy Development: Defining and executing a comprehensive USPTO-wide data strategy that aligns with the USPTO's goals and objectives, ensuring data is AI ready and managed to effectively drive business outcomes. Data Governance: Serving on the Agency-wide data governance board with representatives from across the USPTO; designing the Agency-wide operating model outlining how the USPTO organizes and manages its data. Establishing a logical grouping of data assets based on shared characteristics. Data Management: Designing and implementing the operating model to manage a data asset throughout its lifecycle to ensure quality and standard data for effective use and improved evidence-based and data-driven decision making. Implementing policies and practices that promote data integrity, security, and compliance with data governance and protection laws and other federal regulations. Data Catalog: Overseeing the implementation of an enterprise-wide data catalog that serves as an inventory of data assets with the USPTO. Ensuring that the data catalog promotes concepts such as searchability, traceability, labeling, ownership identification, and standardized metadata so that consumers can find, access, understand, and trust USPTO data assets. Enable Data Analytics: Leading data analytics initiatives to extract insights from data, supporting decision-making processes across the organization, or assist other business units in accomplishing their data analytics goals. Collaborating with Executives: Working closely with other executives, such as the Commissioners for Patents and Trademarks, Chief Financial Officer, Chief Artificial Intelligence Officer, Chief Information Security Officer, Performance Improvement Officer, and Chief Administrative Officer to manage the data lifecycle and identify opportunities for leveraging data to enhance business performance. Risk Management: Identifying and mitigating data-related risks, ensuring robust data security measures are in place to protect sensitive information. Partner with other executives when data governance, data management, or data assets may mitigate business operations risks.
