Job summary
NHS Central East ICB is looking to recruit fixed term clinical leads in the following areas:
Place Clinical Lead (BLMK) 0.5 wte, FTC 2 years
Place Clinical Lead (Herts) 0.5 wte, FTC 2 years
Place Clinical Lead (C&P) 0.5 wte, FTC 2 years
This is an exciting opportunity to provide clinical leadership into a new organisation committed to best serving our population and continuous quality improvement. This approach is described in our strategy Our Way- Strategy to Delivery.

These clinical lead roles are for 5 PA/ sessions a week fixed term for 2 years.

Main duties of the job
Be the clinical lead for the ICB for their relevant place and support the VSM Place Director in all aspects of ICB development and delivery at Place.
Lead the integration of place-based clinical leadership into all ICB processes
Provide high-level technical clinical advice to all ICB functions at place, including commissioning, transformation, digital, finance, and workforce
Be responsible for delivery of various projects and programmes. These will be time limited and there will be active management of clinical lead time to enable prioritisation.
Interpret and apply clinical evidence, guidelines, and regulatory standards to inform commissioning, contracting, policy and programme development
Support the development and implementation of clinical governance and quality assurance frameworks
Act as a senior clinical representative in system and place boards, stakeholder forums, and cross-sector collaborations
Champion continuous improvement through Total Quality Management (TQM), clinical audit, and evaluation methodologies
Develop and apply Utilisation Management processes

Job description Job responsibilities
The Clinical Lead for Place works alongside the relevant VSM Place Director and provides expert clinical leadership and technical advice across all aspects of ICB place-based delivery.
They will ensure that strategic and operational decisions taken as part of the ICBs work at place are underpinned by robust clinical evidence, governance, and population health priorities.
Operating at a senior level, the postholder plays a pivotal role in aligning clinical insight with system transformation, commissioning, quality improvement, and service delivery.
This role fosters multidisciplinary collaboration, neighbourhood development and ensures that clinical excellence is embedded throughout the ICBs work .
Person Specification
Qualifications Essential
Educated to Masters degree level or equivalent level of experience in a relevant field (e.g. health, care, public services, professional expertise, or related discipline). Registration with a relevant Professional Body and be up to date with CPD. Leadership qualification Significant experience at Senior Management (sub board) within the NHS, public sector, or a comparable complex system Hold a postgraduate or management qualification, or equivalent experience
Experience Essential
Extensive leadership experience in a complex, multi-agency environment, ideally within health and care commissioning. Demonstrable success in delivering organisational change, transformation, and integration at scale Deep understanding of the NHS, Integrated Care Systems, and the wider health and care policy context, including the priorities of the NHS 10 Year Plan and statutory duties of an ICB Strong track record in delivery of strategic planning, commissioning, and/or system-wide service redesign to improve outcomes and value for money. Experience of leading in a politically sensitive environment and balancing competing demands with diplomacy and sound judgement. Evidence of working effectively with a broad range of partners, including local authorities, providers, community organisations, and national bodies.
