Job summary

The PHB Manager acts as a key clinical resource and subject matter expert to support the patient flow and experience through the All Age Continuing Care (AACC) Personalisation agenda and Personal Health Budget (PHB) process

The post holder will be responsible for the day-to-day line management of the PHB teamThe post holder will be the PHB subject matter expert for the AACC team and wider ICBThe role supports the business in driving transformation as well as value for money.A key aspect of the role will be to provide professional leadership, within their field of expertise to wider teams and support patient flow.The role is designed to build a combination of subject matter expertise and technical skills to develop a strong service delivery.To arrange, procure & monitor individual placements in relation to Personal Health Budgets (PHB) for NHS All Age Continuing Care.A key part of this role is to lead on providing clinical leadership and professional expertise. To ensure each package of care delivers high quality care representing value for money within agreed available funding.To act in a specialist advisory role to health, local authority & independent sector staff on NHS AACC PHB related issues. Influencing best practice by providing professional nursing advice on a range of physical health nursing issues to ensure patients health care needs are met appropriately and effectively, whilst achieving outcomes in a timely and appropriate manner.

Main duties of the job

The Manager plays a key operational role within the Integrated Care Board (ICB), taking responsibility for the effective delivery of services, projects, and programmes within their area of work.

This role is responsible for the line management and coordination of activities within a defined area, ensuring that performance, quality, and improvement objectives are achieved, considering options for action to deliver on the requirements and any adjustments to plans that may be needed.Communicating with a variety of stakeholders, ensuring that complex information is a communicated in a way that is understood, and ensuring tact and diplomacy where this may be contentious. Working as part of a multi-disciplinary team, the postholder provides professional and supportive leadership, ensures operational delivery, and contributes to service improvement and transformation.

Person Specification

Qualifications Essential

Educated to degree level or equivalent experience in a relevant field (e.g., health, care, public services, management, or related discipline). Significant post qualification experience Evidence of ongoing professional development and commitment to maintaining up-to-date knowledge and skills. Registered Nurse with active UK NMC registration.

Knowledge and Experience Essential

Experience in managing teams or services within the NHS, public sector, or a comparable complex environment Experience in leading and coordinating projects or services in a multi-agency environment. Demonstrable ability to implement service improvements and contribute to organisational change. Experience in operational planning, performance monitoring, and delivery of agreed objectives Ability to manage competing priorities and maintain professionalism in a challenging environment
