Job summary

Bradford District Care Foundation Trust (BDCFT) is looking to appoint an experienced and motivated Emergency Preparedness, Resilience and Response (EPRR) Manager. The EPRR Manager will take the senior operational lead for the management and delivery of EPRR matters to help the Trust fulfil its responsibilities under the Civil Contingencies Act 2004 and other statutory legislation. The EPRR Manager will be expected to lead the Trust's compliance requirements as described within the NHS England Core Standards for EPRR. The EPRR Manager will promote continuous improvement in the Trust's EPRR arrangements and will undertake joint working with colleagues in partner organisations to enhance plans and processes for emergency preparedness. The postholder will act as a specialist advisory resource for the Trust.

Reporting to the Accountable Emergency Officer (AEO) and managing the EPRR Team, the EPRR Manager will contribute to the full cycle of emergency preparedness, from risk management and planning to training and exercising. The EPRR Manager will also have a role in the delivery of EPRR assurance procedures and will support processes that aim to identify learning from incidents and exercises.

Main duties of the job

The EPRR Manager will lead and be a member of the BDCFT EPRR team which provides specialist advice and support to BDCFT executive directors, senior managers, function leads and other BDCFT staff who have a potential role in incident response or business continuity management arrangements. The EPRR Manager will also liaise with colleagues in partner organisations to support joint working for emergency preparedness across the North East and Yorkshire region.

Skills Essential

Must be able to provide and receive highly complex, sensitive or contentious information, negotiate with senior stakeholders on difficult and controversial issues, and present complex and sensitive information to large and influential groups Evidence of excellent leadership and management skills. Demonstrated capability to plan over short, medium and long-term timeframes and adjust plans and resource requirements accordingly Ability to prioritise and manage demanding workloads, planning and delivering agreed milestones for self and for wider team.

Desirable

Ability to use EPRR related IT packages such as Resilience Direct and Met Office Hazard Manager. Ability to use NHS situation reporting software such as SDCS.

Experience Essential

Demonstrate a level of experience in EPRR and Business Continuity Management. Experience of multi-agency working Experience of preparing briefing papers and correspondence for board level individuals and meetings. Ability to prepare and produce concise yet insightful communications for dissemination to senior stakeholders and a broad range of stakeholders as required. Experience of creating and giving presentations to a varied group of internal and external stakeholders. Experience of leading corporate initiatives.

Postgraduate Qualification in EPRR - i.e. Emergency planning related field /Diploma in Health Emergency Planning or equivalent vocational experience Educated to degree Level in appropriate subject or equivalent Evidence of continued professional development
