Job SummaryYou will serve as a SUPERVISORY HUMAN RESOURCES SPECIALIST (CLASSIFICATION) in the Classification and Special Programs Department of the Fleet Human Resources Office of NORFOLK NAVAL SHIPYARD.

QualificationsYour resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience providing administrative and technical supervision to assigned staff with In-depth knowledge of theories, principles, and practices of personnel management and position classification. Experience applying comprehensive knowledge of Classification rules, regulations, and advising management in accomplishment of their responsibility, delivering HR projects in a high-quality customer service environment. Experience providing comprehensive advice to employees and management on position classification processes and position management policies including supervisory ratios, job restructuring, and reorganizations. Experience providing advisory decisions and assistance with classification appeal procedures, ensuring that the appeal complies with DOD and OPM requirements. Experience applying a variety of analytical techniques to independently resolve a wide-range conflicting classification matters. Major DutiesYou will function as the Director, Classification and Special Programs Department providing administrative and technical supervision to the assigned staff.You will advise employees and mangers on the position classification process and used of the various classification tools such as classification and job standards, higher echelon decisions, and Standard job descriptions.You will resolve difficult issues/problems requiring consideration of the human resource management program.You will assist the delegated authority for classification by advising on classification processes and instructing on the used of the automated classification system.You will assist management with planning re-organizations such as consolidation or realignment of existing functions.You will carry out Equal Employment Opportunity (EEO) policies and communicate support of those policies to subordinates.
