About this role

Job summary

An opportunity has arisen for an experienced strategic planner, who will own and manage the delivery of strategic plans, in the context of the shared Health and Care Strategy, 'A Healthy, Caring Powys' and the 'Better Together' transformation programme.

You will bring experience of working in a complex planning environment, able to assimilate multiple requirements such as those related to financial recovery, Escalation status, Ministerial priorities, productivity and performance and local population need. Your values and principles will be key in upholding quality as the golden thread throughout, applying an evidence based approach to balance benefits and efforts.

You will be confident engaging at all levels, able to build relationships within andacross teams, partners and stakeholders. You will see the big picture, understanding how healthcare systems work locally, regionally and nationally, including cross border into England.

Equally, you will be strident about attention to detail. You will bring knowledge and insight into what good looks like in planning, to ensure a high standard in the design of planning processes and products, supporting continuous improvement.

This is a unique role, for a planning professional who wants to play an active role in a health board that is driving forward pioneering approaches to rural, community based healthcare.

Main duties of the job

Working at corporate level across the organisation with considerable freedom to act, the post holder will play a key role in:- Supporting PTHB in the development and implementation of PTHB's Integrated Medium Term Plan and associated short / medium and long- term plans.- Delivery of the PTHB's Annual Plan, in the context of the shared Health and Care Strategy, "A Healthy Caring Powys".- Ownership and management of the delivery of strategic plans, ensuring all controls are established e.g. planning frameworks, systems, processes and documentation to meet Standard Operating Procedures.- Management of single or multiple plans spanning the entire process, from planning approach and framework development, analysis and synthesis of evidence and intelligence, vision and priority setting, programme and workstream management through to implementation and transition to organisational use.- Contribute to development of change management and benefit realisation plans, ensuring alignment between local, regional and national planning and between organisational functions.- Support colleagues and transfer skills to grow and embed planning capabilities within the organisation and to champion the role of the Planning Team across PTHB.

Qualifications Essential

Masters degree or equivalent knowledge and experience Skilled in Microsoft Office / other apps eg Teams

Desirable

Prince II and / or MSP Practitioner

Experience Essential

Experience, preferably in NHS, of robust Programme Management approach Knowledge and experience in associated areas inc. service redesign/ improvement, programme / project management Experience of writing complex, system level plans, spanning multiple teams and partners in health/care or similar Risk management and governance experience (plan creation/assurance/approval) Partnership working and stakeholder management experience Experience of creating and sustaining positive relationships

Skills and Attributes Essential

Understanding of health/care planning, performance and priorities Technical and strategic writing skills Analytical skills Communication skills including report writing and presentation Personal effectiveness, able to prioritise and work under pressure, in professional and sensitive manner Leadership and team building skills

Desirable

Some ability to read/ write Welsh or eagerness to learn
