Job summary

The Deputy HSDU Manager supports the HSDU Manager in the operational management of the Sterile Services Department including budget, personnel and resource management.

Main duties of the job

To support the provision of a high quality responsive and comprehensive sterile supplies service to meet the needs of the user throughout the Trust and primary care sectors.

To ensure that clinical procedures within the James Paget University Hospital, and other units are supported with sterilised and decontaminated equipment delivered effectively, efficiently and economically.

Assist in maintaining the department's compliance and Accreditation to ISO14835

To deputise for the Sterile Services Manager when required.

Job description Job responsibilities

To deputise, in the absence of the Head of Decontamination, across the whole range of duties and take appropriate action.

To supervise all HSDU staff, maintaining the high standard of work required.

To allocate work duties, determining priorities as necessary and ensuring urgent items are actioned.

To understand and be guided by the principles and broad policies and regulations related to Decontamination issues as well as National and local Trust policy and to be capable of working on own initiative within those frameworks.

To ensure the department complies with all relevant Health Technical Memoranda in particular HTM01-01 and responds effectively to Medical Agency bulletins.

To regularly undertake reviews of operational procedures within the department to continually react to and anticipate the changing needs of the service users.

To ensure that appropriate quality systems are in place and that all practices are carried out to national standards.

To liaise with users of the service to agree and monitor service delivery targets.

To undertake the recruitment and retention of all support and supervisory staff within the Sterile Services Department in accordance with the Trusts recruitment procedures, including final decisions on staff selection.

To devise, promote, organise and facilitate training and development for all Sterile Services staff ensuring fair access to opportunities for training in line with ISSM and Trust guidelines and recommendations.

To ensure the provision of effective management information using the departments computerised systems.

To work with the Sterile Services manager to achieve the Directorates aims and objectives, as detailed in the Trusts service plans.

Support the Sterile Service Manager in the monitoring and management of staff sickness and absence in line with the Trusts policies.

To conduct staff appraisals, sickness absence interviews, disciplinary and grievance matters in accordance with Trust Policy.

Ensure all staff receive mandatory and Trust / Department induction training on appointment and mandatory training updates in line with the Trusts requirements.

Develop and contribute to the multi-disciplinary team decision-making process.

Communicate with all staff within areas of responsibility to ensure that they are informed, involved and have an opportunity to contribute to development of services to the Department where appropriate.

Investigate relevant complaints within the Trusts procedure and ensure an appropriate response is made including investigations under the Trusts Disciplinary procedure.

Monitor and implement changes to tray design and other requirements of Variation forms.

Investigate and report on customer concerns and incidents

Work flexibly considering 24/7 operational hours and operational difficulties that can occur at any time.

Ensure that adequate staff are always on duty and that on call rota is staffed. To take part in the rota when required.

Ensure the department is covered by a Team Leader.

Attend Theatres and other meetings as representative of HSDU.

To deputise as the Trusts nominated user responsible got the effective management of the Departments sterilisers and advising other nominated users in the Trust.

To support the Sterile Services Manager and the departments lead auditor in facilitating the implementation of a quality control system in line with ISO14835

To further develop the T-doc tracking system of theatre instrumentation.

To facilitate and participate in Quality control audits within the department and other areas in the trust to ensure all relevant policies are complied with.

To implement Decontamination Services policy and other service developments to all users throughout the trust and external customers.

To meet responsibilities for the health and safety of all staff, visitors and others in the department, undertaking risk assessments as required following suitable training.

To support safe systems of work, identifying and eliminating any practices that pose a significant risk where possible, developing and implementing safer practices where required.

To ensure all staff are involved in, and aware of the risk assessments in place to protect the health and safety of themselves and others.

Provide leadership and support where necessary to the Risk Management Co-ordinator and Risk Management Group.

Carry out risk assessment audits.

Attend Decontamination meetings ensuring safe Decontamination practises are applied across the trust.

Provide leadership and motivation to the teams developing the uses of T-doc to ensure optimal utilisation.

Act as administrator and first line trouble shooter for T-doc.

Further develop the training strategy for all T-doc users and conduct training sessions for SSD.

Provide an out of hours service in the event of a system breakdown where not covered by service contract.

Deal with instrument repairs, variations and complaints ensuring faults and repairs are rectified promptly.

Be aware of all upgrades and developments in traceability systems and legislative requirements for instruments tracking.

Implement instrument marking and compatibility with the T-doc system.

Monitor and further develop the back-up traceability system in the event of a major system failure, providing training it its use.

Develop ideas and plans relating to the future development and income generation.

Liaise with all users to ascertain trends and demand, take appropriate action where necessary to meet needs.

Develop links with other related disciplines to ensure a co-ordinated and integrated decontamination approach is adopted.

To manage all staff groups (e.g. shift team leaders, technicians, equipment support co-ordinator post etc).

To manage the administrative team allocating responsibilities for blocks of work.

Co-ordinate and conduct the PDP process for all staff groups in the Sterile Services Department and ensure that Trust directorate objectives are cascaded, training needs are identified, and training plans are developed and monitored, in accordance with the Trusts Appraisal and PDP policies.

To ensure that all moving and handling tasks within their area of responsibility are assessed, that there is a manual handling plan indicating safe systems of work, and that documentation is regularly maintained and updated.

To observe and monitor the application of M&H skills of their staff, ensuring safe practice.

To be responsible for ensuring that their staff attend appropriate training in accordance with the M&H assessed risks within the work area.

To ensure that the Trusts Health & Safety Policies are understood and observed and that procedures are followed.

To ensure the appropriate use of equipment and facilities and that the working environment is maintained and in good order.

To take necessary precautions to safeguard the welfare and safety of yourself, patients, visitors and staff, in accordance with the Health & Safety at Work Act.

To undertake appropriate Health & Safety training to support safe working practice, including where appropriate, its management,

To demonstrate a practical understanding of risk assessment in relation to their areas of responsibility and to ensure that safe systems of work are in place.

To ensure that all incidents occurring within the department are reported in accordance with Trust procedures, investigated and corrective action taken as necessary and/or reported to senior management and specialist advisers.

To ensure that all occupational health advice is sought if employees identify health conditions which may affect their ability to carry out their responsibilities safely.

To be responsible for ensuring that their staff attend statutory and mandatory training
