QualificationsYou must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-15, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes: - Leading or directing federal human capital programs related to accountability, policy development, or strategic human capital planning; AND - Developing HR policies, regulations, or guidance in alignment with laws, Executive Orders, OPM guidance, or agency priorities; AND - Designing strategic planning efforts, such as workforce plans, human capital strategies, performance management frameworks, or organizational transformation initiatives; AND - Establishing or monitoring accountability mechanisms, such as performance metrics, compliance reviews, audit responses, or evaluation frameworks to assess program effectiveness. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. To ensure full credit for your work experience, please indicate dates of employment by month/day/year, and indicate number of hours worked per week on your resume. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-15 you must have been at the GS-14 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

The Office of the Chief Human Capital Officer (OCHCO) serves as the primary authority for human capital management at the U.S. Department of Housing and Urban Development (HUD). OCHCO leads department-wide human capital strategy and operations to support a mission-ready workforce through the delivery of integrated services across the full employee lifecycle. As a/an Supervisory HR Specialist (Division Director for Strategic Planning, Compliance, & Policy), you will: Serve as the principal authority on agency HR policy development, interpretation, and implementation, ensuring strategic alignment with HUD's mission and statutory requirements. Lead enterprise-wide risk management and compliance programs, including internal audits, accountability reviews, and proactive risk assessments. Develop and implement corrective action plans and monitor outcomes to ensure continuous compliance and operational integrity. Provide strategic foresight by identifying emerging HR risks, trends, and regulatory changes; formulate preemptive policies and guidance to mitigate risks across OCHCO and HUD. Serve as the agency liaison for oversight audits, congressional inquiries, and government-wide HR initiatives, ensuring timely, accurate, and defensible responses.RequirementsCandidates will be selected for a job assigned to one of the official duty stations listed in this announcement. Failure to report to duty at the location for which the candidate is selected may be grounds for a disciplinary action, including removal. Key Requirements: Must be U.S. Citizen or U.S. National. A probationary or trial period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period. A one year supervisory or managerial probationary period may be required. Must successfully complete a background investigation. Public Trust - Background Investigation will be required. Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
