QualificationsYou must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes: - Consulting with management or staff to provide guidance on performance management and recognition best practices for all levels of personnel which could include General Schedule (GS) and Senior Executive Service (SES) positions; AND - Delivering instructional briefings and systems support to employees and management on the effective use of automated performance systems (e.g., Cornerstone OnDemand, PeopleSoft ePerformance, USA Performance, etc); AND - Monitoring program effectiveness by collecting and reporting on performance metrics and award data to measure progress against established benchmarks and long-range objectives; AND - Reviewing regulatory frameworks, policy mandates, or governing policies/organizational standards to support current performance programs and drafting recommendations for necessary policy or procedure updates. The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13 you must have been at the GS-12 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

The Office of the Chief Human Capital Officer (OCHCO) serves as the primary authority for human capital management at the U.S. Department of Housing and Urban Development (HUD). OCHCO leads department-wide human capital strategy and operations to support a mission-ready workforce through the delivery of integrated services across the full employee lifecycle. Office of the Chief Performance Officer (CPO) This position is located in the Department of Housing and Urban Development (HUD), Office of the Chief Human Capital Officer (OCHCO), Office of the Chief Performance Officer (CPO). CPO supports and strengthens HUD's performance culture with services, policies, systems, and strategies to engage, inspire, and retain a high-performing workforce that achieves mission objectives. CPO provides the following Department-wide functions: Performance Management; Employee Recognition and Awards; Employee Engagement; Labor Relations; Employee Relations; and the full range of Executive Resources Management. As a HR Specialist (Performance Management), you will: Monitor the agency wide performance management and award programs for GS and executive positions. Develop, implement, and integrate the automation and technology strategies for agency performance management and awards programs. Develop, implement, and maintain all program policies and SOPs to ensure managers and employees are aware of the various procedures, mandatory requirements, and award options available to measure and recognize and reward employee work performance. Work in partnership with program offices to develop and implement strategic long-range performance management plans.RequirementsThe official duty station for this position will be in Alexandria, Virginia. Failure to report to duty at this location may be grounds for a disciplinary action, including removal. Key Requirements: Must be U.S. Citizen or U.S. National. A probationary or trial period may be required. Continued employment is contingent upon supervisory certification that continued employment will benefit the Federal Service; the certification will occur no less than 30 days before the end of the probationary/trial period. Must successfully complete a background investigation. Public Trust - Background Investigation will be required.
