Job summary

Fire Safety Manager - Band 7 - Full time - Permanent

Working across both Stockport NHS Foundation Trust and Tameside & Glossop Integrated Care NHS Foundation Trusts, the post holder will provide Fire Safety advice and support to all levels of the organisation (including the Trust Board).

The Postholder is responsible for the development of Trust Policy on Fire Safety interpreting the requirements of Legislation, NHS Fire Safety Policy and Guidance and to advise the Trust on implementation of Policy and Guidance and to monitor compliance against these.

Provide line management and ongoing professional support to the Fire Safety Officers (x2).

Oversee and co-ordinate a programme of Fire Risk Assessments (FRAs) in accordance with HTM05-01 highlighting key risk areas for the Trusts whilst working collaboratively with the Operational Estate and Capital Estate Teams to develop plans to address and minimise risk.

Develop comprehensive training programmes on Fire Safety for all existing staff, new staff and staff who work with other organisations located in Trust Premises.

Liaison with External agencies including Greater Manchester Fire & Rescue Service (GMFRS)

Main duties of the job

Oversee and co-ordinate a programme of Fire Risk Assessments (FRAs) and audits across the Stockport NHS Foundation Trust and Tameside & Glossop Integrated Care NHS Foundation Trust estate (including community premises).

Assess and comment on all fire safety proposals across the Trusts and ensure compliance with appropriate standards, highlighting any risks/concerns via the governance structure as appropriate.

Survey fire safety installations and research new developments in fire technology to achieve improvements where necessary.

Co-ordinate and undertake an annual schedule of fire drills/desktop exercises across the Stockport NHS Foundation Trust and Tameside & Glossop Integrated Trust estate. Witnessing the effectiveness of evacuation arrangements and recommend remedial actions when necessary.

Working in collaboration with the Learning & Development Team develop a Training Needs Analysis (TNA) to ensure Trust staff receive suitable and sufficient fire safety training at appropriate intervals (as per the requirements of HTM 05-03: Operational Provisions. Part A: Training).

Oversee and support the delivery of the Fire Safety Training programme for staff (including the delivery of 'Ad-Hoc' training when required).

Attend training courses and seminars as appropriate to maintain personal knowledge of fire safety at the highest level.

Investigate and prepare reports including recommendations for incidents of fire across the Trust.

Person Specification

Education & Qualifications Essential

Degree in fire engineering or attendance at equivalent courses (SFPO or equivalent). Membership of a professional organisation (i.e. Institute of Fire Engineers IFE; Institute of Fire Prevention Officers IFPO).

Desirable

HTM 05-01 Fire Safety in the Design and Management in Healthcare Premises.

Knowledge Essential

Significant experience working at a Management level within an Estates & Facilities (E&F) environment. Experience of working within a multi-disciplined E&F Management Team. Experienced in working with colleagues from Hard FM and clinical services. Thorough knowledge of fire safety legislation, in particular RRO and HTM guidance documents. Experience in carrying our Fire Risk Assessments on a wide range of premises including a hospital environment. Experience in analysing and reducing unwanted fire alarm activations.

Desirable

Experience of Private Finance Initiative (PFI) related contracts and monitoring procedures.

Experience Essential

Experience of delivering Fire Safety Training at all levels. Experience of undertaking High Risk Fire Risk Assessments. Experience of reviewing building plans & specification of Fire Safety compliance. Experience of meeting targets & deadlines.

Desirable

Experience of working in Fire Safety in a Healthcare sector. Experience of working within a significant workforce covering a diverse structure of authority.

Skills & Abilities Essential

Capable of delivering Fire Safety Training to a range of staff. Capable of autonomous working and prioritisation of own workload to meet deadlines. Experienced in dealing with fire related incidents in complex buildings. Ability to undertake fire safety audits. Make own judgements having considered the relevant legislation and guidance. Have strong interpersonal and communication skills to be able to negotiate and exchange specialist information with enforcement agencies, contractors, suppliers and other specialist and non-specialist agencies. Able to analyse, compare and interpret complex reports. Possess keyboard skills to produce periodic reports. Ability to interpret and assimilate networked fire alarm systems.
