QualificationsTo qualify at the GS-14 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-13 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis. Developing environmental policies, procedures, or guidance related to NEPA and environmental compliance requirements. Assessing environmental impacts associated with facilities, construction projects, operations, or government programs. Advising management officials on environmental planning requirements, compliance risks, or regulatory strategies. Reviewing environmental studies, impact assessments, or compliance documentation to ensure projects or operations comply with environmental laws and regulatory requirements. Leading teams, monitoring staff, developing environmental training, or evaluating program performance to improve environmental compliance and operational effectiveness. Major DutiesYou will serve as an Lead Environmental Protection Specialist and be responsible for the development, execution, and oversight of the Coast Guard's Environmental Planning Program. Assignments involve the full range of environmental planning issues associated with Coast Guard missions and operations and the acquisition/procurement, operation, maintenance, management, and disposition of Coast Guard real and personnel property and consumables. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Identifying, distributing, and balancing workload assignments among environmental staff to support timely completion of program and project requirements. Developing, overseeing, and implementing Coast Guard-wide NEPA programs and procedures for Coast Guard operations and projects to ensure environmental compliance requirements are met. Leading the development and revision of environmental planning policies, procedures, and budget initiatives for Coast Guard programs and commands to support environmental planning and compliance goals. Providing technical advice and environmental planning guidance to Coast Guard programs and stakeholders to support compliance with NEPA and other environmental requirements. Train, mentor, and develop Coast Guard environmental staff through guidance and knowledge sharing to improve environmental planning and compliance program effectiveness. Assessing potential environmental impacts of Coast Guard proposals and projects to identify compliance risks and recommend appropriate environmental planning actions. Serve as the Coast Guard environmental planning technical authority for environmental programs and compliance activities to provide expert guidance on environmental planning requirements and issues.RequirementsAll qualification requirements must be met by the closing date of the announcement.
