QualificationsTo qualify at the GS-14 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-13 grade level in the federal or private sector. Specialized experience may include the following: Oversees the analysis of effectiveness; prepares periodic status reports marking cost, schedule, and performance; and provides input to periodic government program reviews and contract baseline reviews. Analyzes and evaluates existing, new, and emerging functional acquisition requirements, operational standards, and measures of effectiveness. Identifies and analyzes trends in the receipt, obligation, or expenditure of funds, to ensure that objectives of the annual financial plan are being met on a timely basis and that funds are available and being properly and effectively used to support program objectives. NOTE: Education cannot be substituted for experience at this grade level. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Major DutiesYou will serve as a/an Program Manager and be responsible for the planning, organization, execution, and coordination of assigned acquisition program(s), in accordance with approved charters and applicable policies and procedures. The incumbent: contributes to the accomplishment of USCG/CG-93 mission, goals, and objectives by strategic direction and effective implementation of the objectives of assigned acquisition program(s); supports the planning and development of acquisition efforts, business, and organizational administrative operations; and provides direction on a wide range of program issues essential to the efficient operation of CG-93. Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include: Developing, managing, and documenting short and long-range, acquisition planning activities that include multi-year work plans. Coordinating meetings with internal staff and representatives from staff agencies and industry to determine program status, major milestones, and coordination of each to detect in advance potential slippage or increased costs; and to ascertain appropriate action required to maintain or improve program schedules. Providing analysis and development of appropriate cost-sharing mechanisms, full cost methodologies, and Earned Value Management System (EVMS) data; and develops procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems, such as those designed to prevent waste, loss, unauthorized use, or misappropriation of assets. Evaluating and analyzing statistics to ascertain overall staffing needs and to forecast future needs in conjunction with other acquisition managers and Directorate staff elements.RequirementsAll qualification requirements must be met by the closing date of the announcement.
