Job SummaryThis position is located in the Air Traffic Organization (ATO), Air Traffic Services (AJT), Headquarters Operations Directorate, AJT-0. Air Traffic Services provides safe, secure, and efficient management for the National Airspace System and international airspace assigned to U.S. control. AJT controls more than 5 million square miles of airspace in the U.S. and more than 24 million square miles over oceans.

Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized Experience is: Experience with program/project management, budgeting and control, and related reporting methods. Major DutiesThis position serves as the Program Manager for AJT-0 Vice President. In this capacity, he/she manages a team of analysts responsible for the development of business analytics tool and perform data analysis. Develops an evaluation method to assess program strengths and risks for identifying areas for improvement. Participates in planning efforts that cross organizational lines within the AJT, the executive team, including the Vice Presidents of ATO organizations as well as the COO. Applies a detailed knowledge of the technical aspects of the analytical and evaluative work directed. Possesses a detailed knowledge of budget, human resource management, and other administrative policies and procedures; and a comprehensive understanding of the objectives of the AJT, the ATO, and the FAA. Has a detailed knowledge of program/project management, budgeting and control, and related reporting methods to develop and update required program documentation, such as proposed project budgets. Defines, acquires, and allocates budget, staff, and other resources to accomplish objectives for multiple organizational projects/ programs and across multiple functions and/or disciplines. Manages budget and either reallocates resources among organizational projects/programs or acquires additional resources as needed for prioritizing workload. Develops an evaluation method to assess programs/projects strengths and identifies areas for improvements. Develops and approves solutions to current and anticipated problems which cross organizational lines and disciplines. Provides strategic planning, direction, execution of programs and services. Develops new programs to support the strategic direction of the organization. Leads and integrates the budget planning processes for all organizational units/projects/programs under his/her control, and projects both short-term and long-term future needs. Applies a thorough understanding of the principles of management and strategic planning to coordinate business plan activities to assist AJT managers with developing and accomplishing organizational goals and objectives. Organizing programs and activities in accordance with the mission and goals of the organization. Directs the work of subordinate employees and/or managers for multiple organizational projects/programs and across multiple functions and/or disciplines within a major subdivision. Develops, coordinates, and tracks Air Traffic Business goals with guidance and concurrence of the AJT. Has broad discretion to ensure the alignment of all projects/programs with short-term and long-term objectives of AJT and the ATO. Individual and organizational performance is typically reviewed periodically through organizational performance measures to determine success in achieving planned results. Responsible for assigning tasks and responsibilities, setting priorities, strategic planning, communicating the organization's vision and objectives. Assigns work and responsibilities coaching based on priorities, consideration of difficulty, and requirements of the assignments. Monitors and evaluates performance of organizational units, managers and employees. Resolves performance management issues/problems and oversee recommendations such as work assignments, reassignments, promotions, and performance appraisals. Coaches and develops staff and organizational capabilities. Manages training initiatives to develop technical and soft skills within the team and individually. Approves leave and takes or approves corrective/disciplinary actions as appropriate. Contacts are routinely internal and external to AJT and include Contracting Officers, Contracting Officer Representatives, union officials, senior FAA management and parties outside of FAA, including Department of Transportation (DOT) and Congressional offices to discuss the statuses and results of programs/projects and to plan for the future.RequirementsWe are not accepting applications from noncitizens.
