Job SummaryThis position is located in the Architect of the Capitol (AOC), Office of the Chief Security Officer (OCSO), Assistant Director, Security Infrastructure Division. The Project Manager serves as a General Engineer Architect providing expertise, coordination, direction and oversight of major technical design and construction projects. Coordinates the work of project managers assigned to related projects. The duration of projects is typically five years or more.

To be creditable, an applicant's one full year (52 weeks) of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. To qualify at the GS-13 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-13 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis: Assisting Contracting Officer's Technical Representative (COTR) with duties not limited contract administration, interpretating requirements, and contractor performance. Providing technical recommendations/solutions to architectural/engineering problems encountered during construction projects; and Assisting with infrastructure project planning and management. *Professional registration as a planner American Institute of Certified Planners (AICP), Architect, Landscape Architect or Licensed (PE) engineer and Leadership in Energy and Environmental Design (LEED) accredited professional is highly desired but recommended.*
Major Duties*Must be able to obtain and maintain a Top-Secret Clearance* This is a career ladder position requiring the incumbent to perform progressively more complex duties and responsibilities leading to the full performance level, GS-14. *A selection at the GS-13 will have non-competitive promotion potential to the GS-14.** PROJECT MANAGEMENT As a Project Manager, provides expertise and coordination from project concept stage through the construction documentation, construction, equipment installation, checkout and delivery. In collaboration with higher graded staff, manages significant phases of projects supporting major Jurisdiction-wide renovation and construction projects. Performs periodic review and analysis to assess status and progress toward meeting project goals. Develops, implements, and disseminates project schedules containing all accountable and reportable resources. Provides advice in pre-bid and pre-construction conferences regarding construction methods and equipment. Works with subordinate project managers to ensure arrangements are in place to ensure timely and effective access to worksites by contractors. CONSULANT/CONTRACTOR OVERSIGHT Assists higher graded staff with Contracting Officer's Technical Representative (COTR) duties and responsibilities. During project performance, assists contractors in interpreting technical requirements; recommends changes in contract terms to the Contracting Officer; monitors and evaluates contractor performance; reviews contractor invoices; recommends corrective actions; and inspects and accepts contract deliverables. Investigates and reports on matters of concern with contractors which may lead to formal claims by the contractor. Such matters may include contract changes, labor issues, unfavorable weather, or stakeholder scheduling priorities. Works with design consultants, project managers, construction contractors and Jurisdiction officials to resolve problems or conflicts impeding progress. Works with Contracting Officer to negotiate contract specification and design changes with Jurisdiction leads, representatives, consultants and contractors. PROBLEM RESOLUTION Oversees and monitors construction operations to identify unforeseen problems. Coordinates with design consultants, project managers, contractors, and Jurisdiction officials to maintain progress toward project completion. TECHNICAL ADVICE AND GUIDANCE Provides guidance, technical advice and consultation on project administration. Conducts studies to develop criteria for situations encountered during field inspections. In collaboration higher graded staff, facilitates monthly meetings within OCSO and its stakeholders. Follow all relevant safety rules, regulations, and standard operating procedures. Must utilize knowledge of and must comply with all OSHA safety rules and regulations to ensure that work progresses in a safe manner. Receives training, either on the job or through classroom training, to ensure that all safety practices and equipment are fully utilized. Must ensure the use of any required Personal Protective Equipment (PPE).
