Job SummaryThis position is located in the Architect of the Capitol (AOC), Office of the Chief of Operations, Superintendent, Senate Office Buildings (SOB), Assistant Superintendent, Client Services Division, Senate Health and Fitness Facilities. The Assistant Supervisory Health & Fitness Specialist will support the Supervisory Health and Fitness Specialist with supervising the day-to-day operations of the Senate Health and Fitness Facilities.

To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Candidates for the GS-12 grade level must have at least 52 weeks of specialized experience equivalent to the GS-11 grade level in the Federal service. Specialized experience for this position is defined as the following: 1.) Ability to directly supervise health and fitness professionals in a specialized health facility environment. 2.) Ability to write, review, develop, implement, and interpret policies, procedures, guidance, and regulations governing general operations and maintenance of a Health and Fitness Facility. 3.) Experience maintaining an operating budget and managing financial accounts supported by fitness membership dues and annual appropriations. 4.) Skilled in using the Cardiopulmonary Resuscitation (CPR/CCR), Automatic Electronic Defibrillator (AED), and First Aid from the American Heart Association or American Red Cross. 5.) Experience establishing new and maintaining individual membership accounts utilizing electronic and hard copy records, tracking memberships monthly billing client accounts and canceling memberships.

Major DutiesSupervisory Responsibilities: Exercises supervisory responsibilities, which includes planning and assigning the work to be accomplished, and establishing production or quality standards for the work. Sets priorities and prepares schedules for completion of work; establishes and communicates guidelines and performance expectations; conducts formal performance reviews; and identifies and provides for developmental and training needs for all subordinate employees. The incumbent oversees the time and attendance program for subordinate employees. This includes reviewing time and attendance sheets; annual and sick leave accumulations; approving/denying leave request; conducting leave audits; and in the absence of the Supervisor, certifying employees' time and attendance sheets. The incumbent will hear and resolve minor employee complaints, employee group grievances, and recommend all serious or unresolved complaints to the Supervisor for resolution. The incumbent will also resolve minor disciplinary conduct and performance issues such as warnings and reprimands, recommending more serious disciplinary cases to the Supervisor for resolution or subsequent actions. This individual will actively assist the Supervisor with implementation of the Equal Employment Opportunity (EEO) Program by ensuring compliance with all program policies and directives and related affirmative action plans. Further, ensures equal opportunity for all supervised employees in recruitment, selection, promotion, training, awards, assignments, discipline, and special program objectives. Program Administration: Develops personalized strategies for promoting and coaching health, fitness, and restorative self-care for staff members of Congress and/or the Senate; conducts fitness screening for various exercise programs (i.e., cardiovascular endurance, neuromuscular strength and balance, and flexibility training); instructs staff and clients in the proper use of the various equipment, such as treadmills and strength training equipment; administering basic life support (i.e., Cardiopulmonary Resuscitation (CPR/CCR), Automatic Electronic Defibrillator (AED) and first aid training, general nutrition, stress management, and other preventive health measures. The incumbent assists with the review, development, implementation, and interpretation of the policies, procedures, guidance, and regulations governing the general operations and maintenance of the Health and Fitness Facilities while ensuring the safety, security, cleanliness, and the effectiveness of the facilities and its members/staff. The incumbent manages membership services and data tracking; conducts orientation for members regarding the services provided by the facilities; reviews the status of dues paid and accounts payable requirements; tactfully solicits payment of dues from members; oversees the operation of laundry and other attendant services; and manages the necessary inventory of supplies. Collaborates with the Supervisor and other Health and Fitness Specialist and other Health and Fitness Specialists on developing and providing members with preventive health, fitness, restorative services and training. Instructs members in the safe and effective functions of aerobics, strength, balance, mobility, flexibility, and other fitness programs. Devises and supervises exercise programs designed, in consultation, for each member's specific requirements. Supervises fitness screening of members prior to entrance into certain exercise programs. Conducts facilities inspections for safety and hygiene. Monitors inventory of equipment, maintenance tools and supplies and informs Supervisor of needs. Researches options to enhance equipment and inventory as warranted. Coordinates the maintenance of the facilities and routine and preventive maintenance of equipment to provide timely repair and minimal disruption of members' activities. Arranges for employee skills enrichment through job related coaching, mentoring, and training. Ensures professional licensing and certification for all staff. Facilitates and monitors continuing education to maintain staff credentials. Ensures staff members are properly trained to apply first aid and automated external defibrillator (AED) rescue techniques. The incumbent is responsible for utilizing thorough knowledge of and compliance with applicable Occupational Safety and Health Administration (OSHA), Office of Congressional Workplace Rights, and AOC's safety rules and regulations ensuring that work progresses in a safe manner. Monitors entrants to the facility to protect the security of the Senators. Receives announced and unannounced visitors to the facilities, (i.e., family of members of the Senate, support staff, the media). Assists in managing financial accounts for the facilities whose funds come from a revolving fund supported by membership dues and income from the operation of the Senate waste recycling program.RequirementsTo be employed by the Architect of the Capitol in a paid position, an individual must meet one of the categories below: A citizen of the United States; A person who is lawfully admitted for permanent residence and is seeking citizenship as outlined in 8 U.S.C. 1324b(a)(3)(B); A person who is admitted as a refugee under 8 U.S.C. 1157 or is granted asylum under 8 U.S.C. 1158 and has filed a declaration of intention to become a lawful permanent resident and then a citizen when eligible; A person who owes allegiance to the United States (nationals of American Samoa, Swains Island, and the Northern Mariana Islands, and nationals who meet other requirements described in 8 U.S.C. 1408); or A person who is currently an officer or employee of the Government of the United States.”
