Job SummaryThis position is located in the Architect of the Capitol (AOC), Office of Safety and Code Compliance (OSCC). Serves as the Deputy Director of the Safety, Occupational Health and Accessibility Division and is responsible for the total range of the division's programs, including planning, organizing, directing, controlling and managing both the programs as well as the resources assigned to the Division. Acts on behalf of the Safety Director in the Safety Director's absence.

To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Candidates for the GS-14 grade level must have at least 52 weeks of specialized experience equivalent to the next lower (GS-13) grade level in the Federal service. Specialized experience for this position is having experience that demonstrates all of the following: Establishing safety and occupational health program goals and objectives to ensure safe and healthful working environment; Serving in a supervisory capacity with responsibility for planning and assigning work to subordinate employees, monitoring and evaluating their performance, and counseling or disciplining employees regarding performance, conduct, or failure to perform satisfactorily. Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses; Developing and recommending safety and occupational health policy to higher levels of management; and Auditing processes, products, or systems for compliance with established safety and occupational programs/policies.
Major Duties***This position is essential. The employee is required to report to work during emergencies and inclement weather situations. Major Duties: Supervisory and/or Managerial Responsibilities Performs administrative and technical supervisory functions for subordinates. Articulates and communicates to the safety team the assignment, project or problem to be solved, actionable events, milestones and/or pprogram issues under review. Set deadline or time frames for completion. Assigns duties and evaluaties performance. Develops performance requirements for subordinates. Assists the Safety Director in decisions conforming with occupational safety and health standards applicable to The Architect of the Capitol and with all rules, regulations, and orders issued by the Office of Congressional Workplace Rights (OCWR) and the Architect of the Capitol with respect to the occupational safety and health programs. Prepares and works with the Safety Director with establishing safety priorities throughout the AOC. Safety and Health Program Management Assists the Safety Director as the technical program manager for the Architect of the Capitol's broad safety and health and compliance program. The incumbent is responsible for assisting in the planning, development, coordination, and oversight of all AOC policies, procedures and practices pertaining to occupational safety, health and accessibility, as well as the compliance of the AOC with the Congressional Accountability Act (CAA), OSHA 1904,1910 and 1926, DOJ Title I, II, III, requirements. As the technical authority, provides expert advice and assistance to AOC personnel and other federal agencies on the Capitol complex on matters relating to the development, execution and monitoring of highly visible, controversial and politically sensitive safety, health and accessibility protection policies, plans, and programs. Effectively deals with difficult and complex technical, project management, and organizational problems using innovative and original approaches. Serves on behalf of the Safety Director in their absence as the agency representative in matters related to safety, health and accessibility compliance before Federal, state, and industry authorities and acts as the primary Agency interface with safety and health or DOJ regulators at the Federal, State and Local levels. Maintains contacts directly with regulators on routine compliance and reporting matters. Acts as the Agency technical expert and participates with Agency counsel in responding to and negotiating regulatory enforcement actions. Consults with key government officials and top experts in the safety, health and accessibility area(s) and acts for the Architect of the Capitol at technical symposia and conferences. Safety and Health Engineering Project Management and Planning Work Oversee the agency's Safey and Health Engineering and accessibility programs and related projects. Manages significant elements or phases of safety and health and accessibility remediation projects. Exercises responsibility for the functional management and oversight of these prrograms as directed via jurisdicional inspections, project monitoring and complex wide surveys in addition to developing and executing occupational safety and health, and accessibility programs for the agency. Contractor Oversight Handles and assesses contractor efforts and assesses technical progress in relation to the established schedule and resources allotted. Reviews plans, specifications, and cost estimates for technical adequacy. Reports progress and/or problems. Where deficiencies are noted, directs necessary changes, resolves controversial problems, assures conformance to plans and specifications, and furnishes other assistance as required. Serves as a Contracting Officer's Representative (COR) on assigned projects. Technical Engineering Advice and Guidance Serves as an expert consultant on challenging problems in safety and health engineering for an agency having responsibility for an engineering program of national or international scope and impact. Works with all levels of local management and program officials, key personnel of other agency locations, other government agencies and private industry to resolve and track complex and controversial problems that arise and assures the overall resolution of issues. Finds and labels structural changes and repairs necessary for personnel protection and compliance in AOC properties and designs comprehensive plans to carry out changes. Supplies expert advice to the officials and staff of AOC jurisdictions, including various Executives regarding aspects of design, modernization, construction, operation and maintenance of facilities, systems and equipment. Offers expert advice to AOC senior managers or directly to the Architect of the Capitol and the Chief Engineer, Chief of Operations or Chief of Security regarding safety and health.RequirementsTo be employed by the Architect of the Capitol in a paid position, an individual must meet one of the categories below: A citizen of the United States; A person who is lawfully admitted for permanent residence and is seeking citizenship as outlined in 8 U.S.C. 1324b(a)(3)(B); A person who is admitted as a refugee under 8 U.S.C. 1157 or is granted asylum under 8 U.S.C. 1158 and has filed a declaration of intention to become a lawful permanent resident and then a citizen when eligible; A person who owes allegiance to the United States (nationals of American Samoa, Swains Island, and the Northern Mariana Islands, and nationals who meet other requirements described in 8 U.S.C. 1408); or A person who is currently an officer or employee of the Government of the United States.
