Job SummaryYou will serve as a Program Analyst in the Director Maritime Headquarters of COMMANDER US PACIFIC FLEET. This is a RE-ADVERTISEMENT of Announcement Number: ST-12955801-26-BLF. QualificationsYour resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: utilizing data systems to provide analytical knowledge in identifying program requirements and addressing shortfalls that enhance the fiscal health and impact of naval policy, operations, and resources to ensure operational readiness within a command. Major DutiesYou will coordinate with external stakeholders and provide the analytical support to enable Command leadership oversight of the Navy Flying Hour Program.You will identify Flying Hour Program requirements, shortfalls, mitigations, and trends to inform leadership of program status.You will use various databases to compile Flying Hour Program monthly and annual financial and flight hour execution reports to detail the status of actual execution versus planned execution.You will identify and articulate program requirements and prepares details and data using multiple formats (charts, graphs, narrative data, etc.) for senior-level briefings.You will support PACFLT efforts through the annual Program Objective Memorandum (POM) requirement development process and resourcing integration forums.You will have analytical skills and knowledge of fiscal models, Microsoft Office and Navy programming tools.You will maintain comprehensive knowledge of USPACFLT (U.S. Pacific Fleet) Aviation Force Structure and included personnel, equipment, and operational characteristics and limitations that affect FHP (Flying Hour Program) execution.
