QualificationsIn order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-3, equivalent to the next to lower grade GS-13 or equivalent in the Federal Service. Specialized experience must include knowledge of rules and regulations pertaining to executive orders and policies. Knowledge of the concepts, laws, rules, and regulations governing federal appropriated fund and NAF civilian personnel management. Skilled in civilian pay budget policies and procedures. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the concepts, laws, rules, and regulations governing federal appropriated fund and NAF civilian personnel management. Knowledge of civilian pay budget policies and procedures. Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures. Skill in written and oral communication to present issues and recommendations. Ability to lead, manage, and supervise a small, medium, or large size organization. Ability to manage a human resource office (e.g., personnel, budgeting, space management, safety, etc.). VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

Major DutiesExercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work. Plans, organizes, and oversees the activities of the Civilian Personnel Flight. Develops goals and objectives that integrate organization and force support objectives. Represents the Force Support Squadron with a variety of installation and functional area organizations. Administers appointing and associated authorities on behalf of the Commander for federal civil service personnel at an Air Force (AF) installation.
