QualificationsThis is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GG-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: mastery of and skill in applying a comprehensive range of intelligence research, collection methods, dissemination applications and methodologies that includes the evaluation of many diverse sources of information utilizing multiple intelligence information systems in order to develop intelligence capability and threat assessments. Amasses and reviews in detail intelligence data using multi-source expertise from either regional or functional background/training to current and operational intelligence missions. Demonstrates knowledge of the national intelligence community, Joint, DoD structure, organizations and mission/functions, inter-relationships, and operations. Displays an ability to conduct unbiased complex research, identify appropriate available systems/data sources, and produce collection requirement assessments that answer specific tasks to link and leverage agency capabilities in support of consumers, customers, and clients. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. AND KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of a comprehensive range of intelligence research and collection methods, techniques, and practices; and multi-source intelligence information systems to capture and report on data in order to develop intelligence capabilities and threat assessments, interpret policy, and commit resources. 2. Knowledge of advanced dissemination principles, concepts, and methods to disburse the most complex information/situations attained from multiple sources. 3. Knowledge of the national intelligence community, Joint, DoD structure, organizations and mission/functions, inter-relationships and operations. 4. Skill in conducting unbiased complex research, identifying appropriate available systems/data sources, and producing collection requirement assessments that answer specific tasks to link and leverage agency capabilities in support of consumers, customers, and clients. 5. Skill in communicating effectively with others, both orally and in writing; in working out solutions to problems or questions related to the work; writing clear and concise intelligence products; and delivering written and/or verbal presentations to senior level audiences for decision-making purposes. 6. Ability to maintain control of classified material; quickly assimilate disparate data; render knowledgeable and accurate assessments of the implication of such data; make decisions, estimates, and recommendations under conditions of urgency and pressure based on mature judgment and experience; and present and/or justify a position effectively. CONDITIONS OF EMPLOYMENT CONTINUED: 1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. 2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. 3. Key: The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,") PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.

Major DutiesThe primary purpose of this position is: To serve as a senior intelligence specialist and subject matter expert with responsibilities that include program planning, direction, or evaluation of collection and reporting of information obtained from multi- intelligence sources, through various means, related to political, economic, social, cultural, physical, geographic, scientific, and/or military conditions, trends, and forces that directly or indirectly affect national security and has broad and global implications. Provides/enables integrated intelligence, surveillance, and reconnaissance (ISR) capabilities to collect, process, exploit, and disseminate (PED) accurate and timely information that provides the situational awareness necessary to combatant commanders and other customers to successfully plan and conduct operations. DUTY 1: Conducts and oversees the most complex collection of multi-source intelligence. Serves as a subject matter expert for intelligence collection and operations. Evaluates relevance and reliability of classified and unclassified information to understand adversary strengths and weaknesses. DUTY 2: Develops and presents ISR capabilities to a wide variety of service, national and coalition customers. DUTY 3: Serves as a senior adviser and primary consultant in the dissemination of multi-source intelligence. Leads a wide variety of complex and non-routine collection and operations projects/programs/teams to support component, combatant command, and support agency planning and operations. DUTY 4: Plans, directs and oversees ISR operations. Manages, oversees, and integrates functions to provide ISR intelligence and situational awareness necessary to successfully plan and conduct operations in support of the commanders and other customers within the assigned areas of responsibility. DUTY 5: Serves as a senior technical authority on ISR issues. Makes authoritative recommendations and defends decisions on operations policy matters to the Commander and Space Delta 7 staff and is often required to make difficult decisions committing Space Delta 7 funds or resources impacting future capabilities.
