About this role

Job summary

The RHO has recently been awarded a transformative five-year grant from The National Lottery Community Fund as part of its Health Inequities Partnership. We are one of nine organisations, known as the Health Inequities Partners, working together alongside the National Lottery Community Fund to drive structural change to address ethnic and racial health inequities.

The RHOs Health Inequities Programme builds on our activity to date, identifying and tackling the entrenched ethnic and racial inequities experienced by minoritised ethnic patients, communities, and healthcare staff across England.

Working with the Health Inequities Partners and the National Lottery Community Fund, the RHO will facilitate joint learning to shape Partnership activity and achieve shared goals, including through mobilising evidence, engaging communities, influencing national policy, and implementing practice change.

Main duties of the job

Lead project management across a portfolio of projects within the RHOs Health Inequities Programme, ensuring delivery against agreed objectives, milestones, and outcomes.Coordinate programme planning, governance, reporting, and performance monitoring across multiple workstreams.Work with delivery partners, suppliers, community organisations, and NHS stakeholders to ensure projects are delivered on time and to a high standard.Monitor project budgets and commissioned activity, supporting effective financial management and oversight.Support the delivery of innovative projects focused on research equity, anti-racism, community engagement, and improving health outcomes.Help drive a nationally significant programme designed to tackle structural racism and improve race equity across the health system.

About us

The NHS Race and Health Observatory (RHO) is an independent organisation, set up to explore ethnic inequalities in access to healthcare, experiences of healthcare, health outcomes, and inequalities experienced by Black and minority ethnic members of the health and care workforce. It is a proactive investigator, providing strong recommendations that inform policymaking and facilitate change. It is evidence-driven and solution-focused.

The RHO is hosted by The NHS Alliance. Its board and team are independent, and it dictates its own direction and areas of focus. The RHO has three main functions: Facilitating new, high-quality, and innovative research and evidence making strategic policy recommendations for change. Supporting the practical implementation of those recommendations.

Job description Job responsibilities

Lead project management across designated RHO Health Inequities Programme projects and workstreams, ensuring delivery against agreed objectives, milestones, budgets, and outcomes.Develop and maintain integrated Programme plans, milestone trackers, and delivery schedules, ensuring dependencies are actively managed.Coordinate programme governance processes, including workplans, progress reporting, risk registers, issue logs, and action tracking; identify and proactively manage risks, issues and dependencies, escalating concerns appropriately.Track Programme performance and support the collection, analysis, and reporting of Programme data and impact measures; ensure delivery is aligned to the RHOs Anti-Racism Principles, equity objectives and community-centred approach.Monitor project budgets and commissioned activity, supporting accurate forecasting, procurement, and financial reporting.Support RHO Health Inequities Programme leads to: Manage relationships with external suppliers, consultants, and delivery partners, ensuring outputs meet contractual and quality requirements.Prepare reports, briefings, presentations, and papers for the National Lottery Community Fund, Health Inequity Partners, steering groups, and governance meetings.Support RHO Health Inequities Programme leads to coordinate stakeholder engagement activity, workshops, meetings, webinars and learning events across Programme workstreams.

Person Specification

Qualifications Essential

Demonstrable experience managing complex projects or programmes involving multiple stakeholders, workstreams, and deliverables. Experience applying programme and project management methodologies, including planning, scheduling, governance, risk management, and reporting. Experience managing project budgets, forecasts, contracts, and commissioned work. Strong analytical and problem-solving skills with the ability to interpret information and support evidence-based decision making. Experience building productive working relationships with a wide range of internal and external stakeholders. Proficiency in Microsoft Office applications and project management tools. Understanding of equality, inclusion, and anti-racist approaches in public services. Commitment to the values and aims of the NHS Race and Health Observatory.

Desirable

Experience managing grant-funded or externally funded programmes. Experience working within the NHS, wider health system, public sector, or charitable sector. Experience supporting research, policy, quality improvement or implementation programmes. Knowledge of race equity, health inequalities or community engagement approaches. Relevant project management qualification or equivalent experience (e.g. PRINCE2, Agile, MSP, APM).
