Job summary
The RHO has recently been awarded a transformative five-year grant from The National Lottery Community Fundas part of its Health Inequities Partnership. We are one of nine organisations, known as the Health Inequities Partners, working together alongside the National Lottery Community Fund to drive structural change to address ethnic and racial health inequities.
The RHOs Health Inequities Programme builds on our activity to date, identifying and tackling the entrenched ethnic and racial inequities experienced by minoritised ethnic patients, communities, and healthcare staff across England.
Working with the Health Inequities Partners and the National Lottery Community Fund, the RHO will facilitate joint learning to shape Partnership activity and achieve shared goals, including through mobilising evidence, engaging communities, influencing national policy, and implementing practice change.
Main duties of the job
Oversee project management of the RHO Health Inequities Programme, working with and line managing the RHO Project Manager to ensure designated projects and workstreams deliver against agreed objectives, milestones, budgets, and outcomes.Coordinating the RHOs engagement and collaboration with the National Lottery Community Fund and our fellow Health Inequities Partners.Work closely with RHO Health Inequities Programme leads across policy, research, engagement, and implementation, to ensure their respective activities are aligned and mutually reinforcing.Provide strategic leadership for the development and delivery of a shared Health Inequities Partnership policy influencing strategy, translating programme learning into national policy change.Identify and respond to emerging national policy opportunities to advance action on ethnic and racial inequities in health and healthcare, including through drafting impactful policy outputs and convening high-profile engagement activity.Translate Health Inequities Programme learning, evidence, and community insight into actionable recommendations for policymakers, commissioners, and system leaders.Ensure Partnership and policy influencing activity contributes demonstrably to measurable Programme outcomes and sustainable system change.
About us
The NHS Race and Health Observatory (RHO) is an independent organisation, set up to explore ethnic inequalities in access to healthcare, experiences of healthcare, health outcomes, and inequalities experienced by Black and minority ethnic members of the health and care workforce. It is a proactive investigator, providing strong recommendations that inform policymaking and facilitate change. It is evidence-driven and solution-focused.
The RHO is hosted by NHS Alliance. Its board and team are independent, and it dictates its own direction and areas of focus. The RHO has three main functions:
- Facilitating new, high-quality, and innovative research and evidence
- Making strategic policy recommendations for change
- Supporting the practical implementation of those recommendations.

Oversee project management across the RHO Heath Inequities Programme, working with and line managing the RHO Project Manager to ensure designated projects and workstreams deliver against agreed objectives, milestones, budgets, and outcomes. xProactively manage risks, issues, and dependencies identified by the RHO Project Manager, escalating concerns as appropriate.
Work closely with RHO Health Inequities Programme leads across policy, research, engagement, and implementation, to ensure their respective activities are aligned and mutually reinforcing.Partnership development and collaboration
Lead RHO engagement and communication with the National Lottery Community Fund and Health Inequities Partners, contribute to the Partnerships strategic development.Coordinate collaboration and consensus-building between Health Inequities Partners, identifying and progressing opportunities for collective action on shared priorities.Lead the development of strategic partnerships across healthcare, academia, Government, voluntary, and community sectors to maximise Programme impact.Ensure the voices and experiences of communities affected by ethnic and racial inequities inform programme priorities and collective action.Act as a senior ambassador for the RHOs Health Inequities Programme, representing the RHO and the Partnership at national, regional, and cross-sector forums.Working with the RHO Policy Team, lead the development and delivery of a shared policy and influencing strategy for the Health Inequities Partners, ensuring alignment between (a) Partnership aims, (b) RHO strategic objectives, and (b) the Governments and health system leaders policy priorities.Translate Health Inequities Programme learning, evidence, and community insight into actionable recommendations for policymakers, commissioners, and system leaders.Identify and respond to emerging national policy opportunities to advance action on ethnic and racial inequities in health and healthcare, including through:
Drafting high-quality written policy materials to support influencing, such as policy and parliamentary briefings, position statements, consultation responses, etc.Coordinating and convening policymakers and experts in high-profile engagement activity, including policy roundtables, stakeholder events, etc.
Person Specification
Qualifications Essential
Significant experience in project management and strategic programme leadership within a national, multi-agency partnership or coalition context, including managing budgets, risks, and governance processes. Experience of line managing staff, developing high-performing teams, and working autonomously in complex and politically sensitive environments. Proven ability to build and maintain strategic and productive relationships with senior stakeholders across the NHS, Government, academia, and voluntary sector. Demonstrable track record of developing and delivering policy influencing strategies that achieve measurable impact and advance strategic priorities. Adept at translating evidence from diverse sources into actionable recommendations for policy and practice, including the production of written policy outputs for a range of relevant audiences. Excellent written and verbal communication skills, confident in collaborating with colleagues and partners at varying levels of seniority. In-depth understanding of health inequalities, race equity, and contemporary health policy.

Experience of influencing national health policy or legislation Knowledge of NHS commissioning, regulation, or health system reform Experience working within grant-funded programmes Experience working with community-led or co-production approaches Relevant project management qualification or equivalent experience (e.g. PRINCE2, Agile, MSP, APM).
