About this role

Job summary

This post is secondment for until 31st March 2027 in line with available funding.

This role provides national leadership for the implementation of the Welsh Government Review of Statutory and Mandatory Training (2025) Programme on behalf of HEIW, resulting in consistent, high-quality adoption across NHS Wales.

The postholder will work in social partnership take forward the recommendations of the review into Statutory and Mandatory Training commissioned by WG as a strategic lever for system-wide transformation, through delivery of a more efficient, high-quality and workforce-aligned essential learning system that reduces duplication, enhances capability and creates a transparent, strategic and evaluative approach to essential learning across NHS Wales. A core focus of the role is to create a clear, evidence-based approval process and structured national oversight, address the Review's findings on weak quality assurance and outdated one-size-fits-all models and resolve the review's technology barriers and introduce for the first time, built-in analytics and learner feedback that enable national measurement of effectiveness.

Main duties of the job

Provide national strategic leadership for the implementation of the Statutory and Mandatory Training Review across NHS Wales, ensuring consistent, high-quality adoption and alignment with national workforce priorities.

Use the review as a core system lever to drive sustained improvements in NHS approach to statutory and mandatory training,

Act as the national subject matter expert and assurance lead, providing strategic advice, challenge and support to NHS Wales organisations, informed by evidence, learning from early adopters and alignment with UK and wider best practice.

Lead the design and oversight of a robust national approach to evaluation, metrics and key performance indicators, evidencing implementation progress, impact and return on investment at organisational and system level.

Establish and lead effective programme governance arrangements, ensuring delivery against agreed milestones, proactive risk management and clear accountability for outcomes.

Develop and lead a comprehensive national engagement and communications approach, building understanding, commitment and ownership among senior stakeholders as implementation matures.

Person Specification

Qualifications and Knowledge Essential

Educated to master's degree level or with demonstratable equivalent experience working at a senior level. Extensive knowledge of specialist areas including NHS service delivery and/or human resources management. Experience of leading large-scale programmes of work in complex and challenging environments and presenting complex concepts and information which may include difficult and controversial issues, across a wide range of audiences. Demonstrable knowledge and understanding of Quality Improvement and relevant training/qualifications. Understanding of performance management and development of metrics to measure impact. An excellent understanding of Change Management / Organisational Development. Knowledge of the factors that influence staff experience and retention in the NHS. Evidence of Continued Professional Development / Member of relevant professional body.

Desirable

Knowledge and experience of working in politically sensitive environments. Knowledge of Workforce Policies in NHS Wales Demonstrable experience developing, managing, and motivating teams/individuals to ensure success. Experience of delivering against competing priorities and deadlines while also directing the work of teams/individuals. oExperience of developing compassionate leadership and cultures and effective partnership working with health and care organisations or in the public sector. Ability to identify risks, anticipate issues and create solutions and to resolve problems in relation to project or service delivery.

Experience Essential

Experience of working at a senior level within the NHS or other public sector body. Track record of using QI approaches to support change and improvement in practice and service delivery. Experience of working at a senior level and interpreting national policy into operational plans. Influencing, communication, determination, and passion to be a compassionate leader. Experience of building effective cross functional working relationships to drive system improvement. Track record of leading staff and stakeholder engagement when introducing service improvement and managing change. Experience of effective stakeholder working with senior personnel, regulatory bodies, etc.

Desirable

Experience of working at an All Wales level to develop policy and programmes with multiple stakeholders. Experience in influencing and collaborating at a UK level. Experience in a HR/People Management Function.

Able to use project principles techniques and tools such as Prince 2 and Managing Successful Projects. Works well with others and models compassionate Leadership behaviours in all interactions.
