The primary purpose of this position is to serve as Deputy Chief, A4R Division in the Directorate of Logistics Readiness at Air Force Reserve HQ (MAJCOM), sharing with the Division Chief the full scope of responsibility for directing the activities of the Division and, in the chiefs absence, possesses the same authority and prerogatives.
QualificationsExperience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes includes mastery knowledge of mission, roles, functions, organizational operation of large organizations to provide high-level staff guidance and participate in the development of goals, objectives, and policies; knowledge of the roles and responsibilities of long range planning, management processes, combatant command relationships, doctrines and analysis techniques; knowledge of aircraft maintenance; antiterrorism/force protection and security; civil engineering; contracting; and logistics to include supply chain management, air and surface transportation, fuels management, and vehicle management. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1\. Expert knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to logistics management planning, and supply management laws, regulations, principles, data systems and practices. 2\. Mastery knowledge of supply chain management, including equipment & vehicles, deployment planning and operations, global fuels & cryogenics, and logistics plans under peacetime and war time conditions to develop policies and procedures for a MAJCOM to support agile/rapid deployment. 3\. Knowledge of the mission, roles, functions, organizational structures, and operation of DOD and Air Force organizations to provide command level staff and/or Logistics Management Readiness guidance. 4\. Ability to plan, organize, and direct the functions and supervise, mentor, motivate, and appraise the staff of an organization through subordinate supervisors. 5\. Expert ability to analyze, evaluate, assess, correlate, advise, and formulate solutions on complex supply chain, transportation ,inter-service fuels operations, Aerial Port operations issues/problems. 6\. Ability to communicate, both orally and in writing, clearly, concisely, and with technical accuracy. 7\. Knowledge of safety and security regulations, practice and procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Major DutiesWorks with the Division Chief in planning, organizing, and overseeing the activities of the Division. Participates with the Division Chief in the exercise of supervisory personnel management responsibilities. Represents HQ AFRC Logistics Directorate, Logistics Readiness Division, with a variety of functional area organizations. Directs and/or leads broad studies.
