QualificationsYour resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: researching, analyzing, and providing recommendations on Human Resources issues and Human Capital strategies to senior executive leadership; serving as a subject matter expert, including evaluating organizational structures and reorganizations; managing or administering Personnel Demonstration Project (DEMO) pay pools, performance management, and incentive payout strategies; utilizing and extracting data from core Federal HR Information Systems; performing workforce trend analysis, statistical reporting, and managing privileged user access control; leading cross-functional HR teams and collaborate across organizational boundaries to build customer-focused solutions; and representing command or agency positions in formal meetings, audits, and negotiations with external stakeholders. Major DutiesYou will serve as the Program Manager and Lead in the Planning, Position Management and Analysis function with the Human Resource Office.You will serve as an authoritative advisor to NSWC PHD senior leadership and the Human Resources management team.You will research complex HR issues and provide analysis and recommendations for resolution actively working across all HR functions to ensure integrated solutions for customers and other stakeholders.You will develop, implement and assess a wide range of Human Capital Employment strategies that achieve substantial outcomes for the NSWC PHD workforce.You will oversee workforce information and systems functions for the HR Division including data calls, reporting and workforce analysis.You will conduct major workforce studies, surveys, and labor market research to support NSWC PHD Human Capital strategic initiatives.You will serve as the focal point for HR program effectiveness efforts such as process documentation, Inspector General preparation, internal audits and internal automated tool development and support.You will serve as the NSWC PHD Warfare Center Demonstration Project Program Manager managing DEMO performance management, and Incentive Payout strategy development and execution.You will be responsible for supporting HR Information Systems including Billet (BIN) management and command responses to Headquarters HR related data calls and requirements.
