Job SummaryYou will serve as a Supervisory Engineer/Scientist or Manager in the Ocean and Physical Sciences Branch (C7543) of NAVUNSEAWARCENDIV NEWPORT RI. Salary: ND-4: $101,375-156,715; ND-5: $142,452-197,200 This position is part of the Warfare Centers Personnel Demonstration Project. The ND-5 pay band encompasses positions equivalent to GS-14 and GS-15 and the ND-4 encompasses GS-12 and GS-13.
QualificationsFOR THE ND 05: Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-04 (GS-12/13 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following as a professional engineer or scientist; experience leading personnel and the resourcing and execution of research and development projects, systems development efforts, and technology implementation for the Ocean and Physical Science portfolio that provides technical support, modeling and simulation and strategic recommendations in support of the divisions technical, marine species protection and environmental initiatives. FOR THE ND 04: Your resume must demonstrate at least one year of specialized experience at or equivalent to the ND-03 (GS-9/11 equivalent) pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following as a professional engineer or scientist; supporting projects, conducting research and development and leading small teams related to the Ocean and Physical Science portfolio that provides technical support, modeling and simulation and strategic recommendations in support of the divisions technical, marine species protection and environmental initiatives. This is an interdisciplinary position and may be filled by a Biologist (0401-series), General Engineer (0801-series), an Oceanographer (1360-series), or a Computer Scientist (1550-series) based upon the qualifications of the candidate. Major DutiesYou will hire and maintain (as their first line supervisor) a knowledgeable branch who utilize effective processes to accomplish their tasks, meet the needs of customers, and provide high-quality products.You will identify resources, develop priorities that are aligned with department guidance, and assign all work in support of project tasking and in accordance with those priorities and provide technical and management oversight for project tasking.You will review and comment on significant technical products and account for product development and accurate costing on all tasks assigned to your branch.You will act as a consultant on difficult technical issues, to provide leadership for the development and implementation of comprehensive technical and process solutions.You will maintain awareness of branch employees’ progress with respect to product development plans and proactively intervene as soon as risk factors become evident.You will develop a skilled workforce by collaborating with employees on Individual Development Plans, career plans, facilitating appropriate training opportunities, and mentoring via career guidance discussions/technical assistance/overall support.You will conduct performance appraisals (develop performance standards, conduct periodic performance reviews, complete midyear and end-of year reviews), review/ approve (as appropriate) timecards, leave requests, branch correspondence as required.You will develop near-term and far-term branch goals that support higher-level organizational goals and communicate these goals to employees an effectively utilize project and department resources to achieve those goals.You will identify technical skill shortfalls and skill imbalances to be addressed via personnel development, hiring, and contracting, and develop and execute a detailed knowledge sharing and transfer plan to address those shortfalls and imbalances.You will foster innovative solution opportunities related to branch objectives and work with the CHENG, Chief Scientist, Strategy Lead, and Business Office to develop and execute plans.You will address all safety, environmental, Defense Acquisition Workforce Improvement Act (DAWIA), mandatory training, and other action items and data calls.You will ensure that technical and business processes are operating effectively and address any issues as they arise.You will be responsible for the development and execution of appropriate contracting strategies and the development of Technical Insertion (TI) packages based on input from TPM's, to provide resources via the Code 70 Technical Services Contract.You will be responsible for ensuring the stewardship of personnel, material and financial resources that maximize capability delivered for test and evaluation.You will partner with the Department Leadership Council (LC) and Division Head to help develop and advance strategic goals and department vision to ensure the continued success of both the branch and the department.You will serve as a Navy collaborator, NUWCDIVNPT leader, and a department mentor in the areas of applied physics and mathematics, modeling and simulation, undersea and bioacoustics, physical oceanography, or biological science.You will work with the PLT to ensure continued technical health/knowledge-sharing among employees through formal and informal mentorship, training, and OJT plan for each employee to be included in their IDP.
