Job summary
This is an exciting opportunity to manage a new Vaccination Outreach Service focused on improving access to vaccinations for underserved communities across Bristol, North Somerset and South Gloucestershire. Working closely with partners across general practice, Sirona and the voluntary, community and social enterprise sector, you will help ensure the service is targeted, responsive and shaped by the needs and experiences of the communities it supports.

We offer hybrid working, 2 days at Osprey Court, South Bristol, with occasional travel across Bristol, North Somerset and South Gloucestershire (BNSSG)

You will lead the service using a structured, data-driven approach, making sure it is delivered effectively, within scope and budget, and with a clear focus on reducing inequalities in vaccination uptake.
Main duties of the job
Plan and coordinate a safe, inclusive and community-based vaccination outreach service, using evidence, data and local insight to target activity where it can have the greatest impact.
Work with the Clinical Lead, Educator and wider team to manage day-to-day service delivery, monitor milestones and KPIs, and keep plans on track.
Build strong relationships with partners across general practice, Sirona, VCSE organisations and the wider health and care system, supporting effective communication and collaboration.
Support good governance by coordinating meetings and groups, maintaining clear documentation, managing risks and ensuring quality assurance is embedded throughout the service.
Work with finance colleagues to manage budgets, track expenditure, support procurement and ensure the service delivers value for money.
Produce clear reports, dashboards and updates for senior leaders and stakeholders, evaluating outcomes, patient experience and lessons learned to support future improvement.
Support change management, including training, workshops and communications that help new ways of working become embedded and sustainable.

One Care is the general practice (GP) federation for Bristol, North Somerset, and South Gloucestershire (BNSSG) and the representative body for general practice in our health system. We help our member practices and Primary Care Networks (PCNs) run strong, sustainable businesses by providing practical support, cost-savings and expertise across finance, digital, operations, business intelligence, human resources (HR) and communications.

Job Purpose
The Vaccination Outreach Service is designed to ensure that vaccinations are delivered to underserved populations throughout Bristol, North Somerset and South Gloucestershire. The service will be delivered with the support of a wide range of stakeholders, primarily across general practice, Sirona and the VCSE sector. The key purpose of the Service Manager role is to ensure the service is data-driven, draws on the expertise of those with lived experience and is delivered within scope and budget, using a structured approach.
Key responsibilities
Service Planning
Develop detailed plans to deliver a safe, inclusive, targeted, community based service which is evidence led and reduces inequalities
Conduct stakeholder mapping and engagement planning to ensure inclusive and effective communication.
Use management tools to track progress and dependencies.
Service Implementation
Work with the Clinical Lead and Educator to lead the day-to-day management of service activities, ensuring alignment with strategic goals.
Monitor service milestones, KPIs, and deliverables, adjusting plans as needed to maintain momentum.
Proactively identify risks and issues, maintaining a risk register and implementing mitigation strategies.
Ensure quality assurance processes are embedded throughout service delivery.
Work within a team effectively, sharing work where appropriate, flexing capacity to respond to surge requirements of the service.
Collaboration and Stakeholder Engagement
Facilitate cross-functional collaboration, ensuring all stakeholders are informed and involved.
Ensure that the service Governance and Quality group functions well and that the wider governance framework is operational - chairing meetings, workshops, and steering groups as appropriate.
Build strong relationships with internal teams, external partners, and system stakeholders.
Resourcing and Budget Management
Work with the finance team to develop and manage service budgets, ensuring cost-effectiveness and value for money.
Track expenditure against budget, produce financial forecasts, and escalate variances.
Coordinate procurement and contract management where required.
Reporting and Evaluation
Produce high-quality reports for senior leadership and stakeholders, including dashboards and narrative summaries.
In line with the specification, evaluate service outcomes, strategic objectives and patient experience.
Lead post-service reviews and lessons learned exercises to inform future initiatives.
Change Management
Design and implement change management strategies to support adoption and sustainability.
Deliver training, workshops, and communications to support users and stakeholders.
Monitor change impact and adjust plans to ensure successful embedding of new practices.
Governance and administration
Ensure all service activities comply with relevant legislation, policies and standards
Maintain accurate documentation and audit trails.
Develop and implement a grant framework for commissioning and evaluating VCSE activity.
