Job SummaryYou will serve as a CONTRACT SPECIALIST in the Procurement Group of NAVAL AIR SYSTEMS COMMAND. May be used to make multiple selections and any selectees may go into any of the following UICs: 00019; 48137; 48138; 00032; 42191; and any org code beginning with V2#####; V21####; V22####; V23####; V24####.

QualificationsIn addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-03/GS-12/13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Scheduling, processing, administering, and reporting all procurement actions that are planned to be executed by the team; 2) Leading teams in planning, preparing, and executing assigned contract actions; 3) Negotiating contract price, terms/conditions, administration, and ultimately the award of hardware sole source major weapons systems contracts; 4) Planning, advertising, negotiating, and awarding procurements; and 5) Guiding and leading individuals and teams in large major weapons system procurements with a thorough understanding of large contracts, contracting policy, and regulations. Major DutiesYou will prepare and conduct all major project contract negotiations, considering all facts and circumstances surrounding the particular procurement.You will request, analyze, and evaluate cost and price data and negotiate the contract with the contractor.You will maintain liaison with Administrative Contracting Officers and Technical representatives who participate in the administration of contracts under the incumbent's jurisdiction.You will negotiate a contract for each procurement tailored to obtain the required weapons systems at the time required and at a fair and reasonable price.
