Job SummaryThis position is located in the Office of Legislative, Intergovernmental and Public Affairs (OLIPA) is the primary liaison with Congress and the Office of Management and Budget, other Federal criminal justice agencies, and the District of Columbia government. It is also the primary point of contact for media inquiries. OLIPA also develops and implements community outreach to facilitate the successful administration of CSOSA programs.
QualificationsYou may qualify at the GS-13 level if you fulfill the following qualification requirement: You must have at least one (1) year of specialized experience equivalent to the GS-12 grade level or pay band in the Federal service. Demonstrated specialized experience for this type of position includes e is defined as: supervising or leading staff in workforce development, vocational training, or reentry programs; managing vocational or training operations, including scheduling and quality assurance; overseeing curricula, instructional delivery, and skills-based programming aligned with industry standards; applying data driven methods to evaluate program performance and implement improvements; managing complex projects with competing priorities and inter-agency coordination; building partnerships with employers, community agencies, and training providers; preparing reports, program assessments, and policy or procedural recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Major DutiesThe Supervisory Workforce Development Specialist oversees vocational and workforce development programs by supervising and developing staff, directing program operations, and ensuring high quality, evidence-based services that support participant employability and long-term success. The incumbent manages curriculum oversight, program scheduling, resource allocation, data analysis, and quality assurance to ensure alignment with industry standards, labor market needs, and agency goals. The position also builds partnerships with employers, community organizations, and training providers to expand opportunities and strengthen employment pathways for justice-involved individuals.
