Job SummaryThe position is located in the Office of Human Resources which provides a comprehensive program that covers position management and classification, personnel staffing and recruitment, pay administration, compensation and benefits, performance management, labor and employee relations, and retirements.

QualificationsYou may qualify at the GS-14 level if you fulfill the following qualification requirement: You must have at least one (1) year of specialized experience equivalent to the GS-13 grade level or pay band in the Federal service that is directly related to the work of the position. Demonstrated specialized experience is supervising or leading HR staff performing Federal HR functions such as recruitment, staffing, position classification, payroll, benefits administration, personnel processing, and workforce analysis; conducting research or analytical studies to evaluate human capital programs, assess workforce trends, or recommend improvements in HR service delivery; advising senior leaders on HR policy or strategic workforce issues; developing HR policies, procedures, or guidance that apply to multiple HR functional areas or agency-wide programs; developing and analyzing HR reports and data to support decision-making, and applying federal HR laws, regulations, OPM guidance and agency policies to resolve complex staffing/recruitment, payroll and benefits, and workforce management issues. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-13 or higher grade in Federal Service. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Major DutiesProvides leadership and oversight for agency-wide human resources programs, directing and coordinating a multidisciplinary HR staff engaged in staffing and recruitment, position classification, benefits administration, payroll operations, HR processing, workforce planning, and human capital program evaluation. Supervises HR specialists and assistants, ensuring effective workload distribution, monitoring performance, and maintaining accuracy in staffing operations, payroll and benefits administration, and overall HR processing. Plans, develops, and manages comprehensive HR programs, including recruitment and placement, position classification, pay administration, benefits, payroll, performance management, and workforce planning. Conducts research and applies workforce analytics to evaluate HR program effectiveness, forecast workforce needs, identify trends, and recommend improvements to support agency human capital strategies. Represents the agency on interagency councils, workgroups, and government-industry forums addressing broad human resources issues. Develops and issues agency-wide HR policies, procedures, and guidance to ensure consistent and compliant human resources operations. Serves as the Delegated Examining Manager, maintaining required DE certification and ensuring compliance in conducting and overseeing competitive examining activities.
