Our Government Services operations include facilities support, environmental services, food service, maintenance, and other contract-based services. Position Summary Forefront Government Services LLC is seeking an experienced Payroll & HR Specialist to support payroll, human resources, and labor compliance for our growing Government Services division. This position will be responsible for ensuring employees are paid accurately and timely while maintaining compliance with applicable Service Contract Act (SCA) requirements, wage determinations, collective bargaining agreements (CBAs), fringe-benefit requirements, and company policies. The Payroll & HR Specialist will work closely with Government Services leadership, operations, employees, corporate HR, payroll, finance, and benefits teams. This is a hands-on position that requires strong attention to detail, sound judgment, confidentiality, and the ability to manage multiple deadlines. The ideal candidate will have experience supporting government-contract payroll and HR, particularly in environments involving wage determinations, prevailing wages, union employees, and contract-specific labor requirements. Accounting experience is a plus, particularly experience with payroll accounting, reconciliations, labor costing, or financial reporting.

Additional Qualifications/Responsibilities: Payroll & Labor Compliance

• Process and review payroll for employees assigned to Government Services contracts. • Verify hours worked, overtime, differentials, leave, pay rates, deductions, and other payroll information. • Ensure employees are paid in accordance with applicable wage determinations, CBAs, contract requirements, and company policies. • Review and process payroll adjustments, retroactive pay, rate changes, deductions, and corrections. • Interpret and apply Service Contract Act, Davis-Bacon, prevailing wage, and fringe-benefit requirements as applicable. • Monitor wage rates, health and welfare benefits, pension contributions, training funds, and other contractual fringe benefits. • Review wage determination updates and contract modifications and ensure required changes are implemented accurately and in a timely. • Maintain documentation supporting labor classifications, wage rates, fringe benefits, and payroll practices. • Reconcile payroll and Fringe Benefits reports and investigate discrepancies. • Assist with government audits, internal reviews, customer requests, and labor-compliance inquiries. Collective Bargaining & Employee Relations

• Administer payroll and HR requirements established by collective bargaining agreements. • Track union wage increases, benefit contributions, dues deductions, and other contractual requirements. • Assist with employee questions, grievances, and union-related matters. • Maintain accurate documentation related to employee relations and labor matters. • Work with HR leadership and operations to ensure consistent application of CBAs and company policies. HR Administration & Employee Support

• Coordinate onboarding for new Government Services employees and ensure required employment, payroll, benefit, and contract documentation is completed. • Process employee changes, including promotions, transfers, pay-rate changes, status changes, and terminations. • Maintain accurate and confidential personnel and employment records. • Respond to employee questions regarding payroll, benefits, policies, and HR procedures. • Support employment verification, unemployment claims, records requests, and other HR administration. • Assist with employee-relations matters and escalate complex issues when appropriate. Leave & Benefits Administration

• Track and administer applicable employee leave programs, including FMLA, military leave, workers' compensation-related absences, and other applicable leave. • Coordinate leave-related payroll and benefit deductions. • Maintain accurate and confidential leave records. • Support annual benefits enrollment and employee benefit communications. • Coordinate with employees, HR, payroll, and management regarding leave and return-to-work matters. Systems, Reporting & Records

• Maintain accurate employee information in ADP and other HR, payroll, and timekeeping systems. • Audit employee classifications, pay rates, benefit elections, deductions, and work locations. • Prepare payroll, headcount, labor-cost, HR, and compliance reports. • Maintain payroll, HR, benefit, leave, and labor-compliance records in accordance with company, contract, and regulatory requirements. • Identify data discrepancies and ensure corrections are completed timely. • Assist with payroll/HR system implementation, testing, and process improvements. • Develop and maintain procedures to support consistent payroll and HR processes across Government Services. Accounting & Financial Support

• Assist with payroll reconciliations and payroll-related accounting activities. • Support labor-cost reporting and reconciliation between payroll, timekeeping, and accounting records. • Assist with reviewing payroll-related general ledger activity and resolving discrepancies. • Provide payroll and labor information needed for Government Services financial reporting and contract management.

Required Experience: • 3+ years of payroll and/or HR experience, preferably supporting government contracts or a regulated environment. • Working knowledge of Service Contract Act, wage determinations, prevailing wages, and fringe-benefit requirements. • Experience with payroll processing, payroll reconciliation, and payroll compliance. • Experience administering or interpreting collective bargaining agreements is strongly preferred. • Experience with employee onboarding, HR administration, leave administration, and employee support. • Experience with ADP or a comparable payroll/HR system. • Strong attention to detail and ability to identify and resolve discrepancies. • Strong organizational, analytical, and problem-solving skills. • Ability to manage multiple priorities and meet strict payroll and compliance deadlines. • Excellent written and verbal communication skills. • Ability to handle confidential employee, payroll, compensation, and HR information with discretion and professionalism.

Preferred Experience: • Experience supporting multiple government contracts or locations. • Experience with federal contract audits or labor-compliance reviews. • Experience with union benefit funds and remittance reporting. • Familiarity with certified payroll reporting. • Experience with payroll accounting, reconciliations, labor costing, or financial reporting. • Associate or bachelor’s degree in human resources, Accounting, Business Administration, or a related field. • SHRM, PHR, CPP, FPC, or similar professional certification. • Experience in government contracting, facilities management, food service, environmental services, healthcare, or other contract-support environments.
