About this role

Job SummaryThe Office of the Director (OD), Office of Management (OM) is looking to fill two Change Management Specialist positions within their NIH Business Systems(NBS). This position serves as a Change Management Specialist with responsibility for a wide range of qualitative and/or quantitative methods to identify, assess, analyze and improve team effectiveness, efficiency and work products. The position is located in the Organizational Change Management Branch.

QualificationsYou qualify at the GS-12 level, if you meet one of the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks:1) evaluating system requirements; 2) conducting root cause analyses and identifies sources of stakeholder resistance to develop OCM activities promoting stakeholder acceptance and user adoption; 3) providing organizational change management (OCM) support by defining and assessing measures of effectiveness; 4) partnering with business owners, federal and contract staff to integrate OCM principles throughout the development, implementation, and ongoing maintenance of the ONBS portfolio. You qualify at the GS-13 level, if you meet the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1) evaluating and overseeing root cause analyses, and stakeholder assessments to develop Organizational Change Management (OCM) strategies that drive user adoption and stakeholder acceptance; 2) partnering with business owners, federal staff, and contractors to integrate OCM throughout the ONBS portfolio; 3) applying advanced instructional design methodologies to develop and evaluate Section 508-compliant training solutions using eLearning authoring tools; 4) collaborating with ONBS leadership to establish and monitor OCM Key Performance Indicators (KPIs) for NIH Business System Cloud (NBSC) initiatives and analyzes performance data to evaluate program effectiveness and support organizational objectives. Major DutiesAs a Change Management Specialist your duties will include, but not be limited to: Analyzing and evaluating the effectiveness of program operations and procedures. Developing and recommending procedures or policies to address changes in the organization. Developing and recommending ways to improve program and operational effectiveness and efficiency. Establishing plans to communicate to and train identified target audiences, with appropriate messages, activities, training materials, and resources needed to be effective over the project life cycle. Providing advice and assistance to change management staff on workflow policies and procedures.
