The Office of Innovation and Information Technology (OIIT) leads the management and development of information technology at the NIH by providing secure, well-managed operations and solutions for the 30 Divisions and 2500+ users. In this role, you will provide technical and administrative support for the local area network and data communication systems and networks.

QualificationsIn order to qualify for this IT Specialist (NETWORK), GS-2210, you must have IT related experience demonstrated by paid or unpaid experience obtained in either the private or public sector, and/or completion of specific, intensive training that demonstrates that you possess all of the following four competencies: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that you work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. AND You must meet the following requirements as stated: To qualify for this position at the GS-11 level you must meet one of the following requirements: A. You must have completed a Ph.D. or equivalent doctoral degree, in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management OR a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks, OR 3 full years of progressively higher level graduate education in one of the areas described above leading to such a degree; OR B. You must demonstrate in your resume that you have 1 (one) year of specialized experience equivalent to at least the GS-9 level in the federal service obtained in either the private or public sector typically gained in the IT field or through performing the following types of tasks: 1) Monitoring and performing network performance and diagnostics; 2) Performing routine troubleshooting of problems with network and communications services; 3) Installing network software fixes and upgrades. To qualify for this position at the GS-12 level, you must meet the following requirement: You must demonstrate in your resume that you have 1 (one) year of specialized experience equivalent to at least the GS-11 level in the federal service obtained in either the private or public sector typically gained in the IT field or through performing the following types of tasks: 1) Configuring servers and providing network administrative support for applications running on the network; 2) Troubleshooting problems with network and communications facilities and services; 3) Analyzing network traffic patterns for implementing security requirements for an IT network; 4) Installing network hardware and software fixes and upgrades; 5) Supporting network operations and security through the use of cloud and Operational Technology/Industrial Control Systems (OT/ICS) technologies. To qualify for this position at the GS-13 level, you must meet the following requirement: You must demonstrate in your resume that you have 1 (one) year of specialized experience equivalent to at least the GS-12 level in the federal service obtained in either the private or public sector typically gained in the IT field or through performing the following types of tasks: 1) Designing and integrating network systems with network infrastructure; 2) Troubleshooting problems with network and communications facilities and services; 3) Installing network hardware and software fixes and upgrades; 4) Defining security requirements for an IT network; 5) Instructing other IT Specialists in performing such work with networks. You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay. Major DutiesServes as a technical expert in reviewing and implementing the ongoing network operations of network target architecture.Participates in projects involving the application of digital communications techniques and common LAN technology, including base band and broadband media, switches, bridges and routers, media access protocols, and interfacing techniques.Evaluates service-level agreements (SLAs) and quality performance measures (QPMs) annually and on an as needed basis to assess on-going applicability.Serves as a technical liaison to other groups, ensuring effective communication of the organization’s capabilities, plans and needs.Oversees IT and contractors’ responses to security audits and their corrective actions plans in order to meet HHS standards.
