Job summary
Please note: at this stage, the role is open only to colleagues currently employed by the Kent and Medway Integrated Care Board (ICB) and Southeast Integrated Care Boards; and current at-risk employees within Kent and Medway NHS Trusts.
The postholder is responsible for delivering individual estates projects, encompassing primary, community and neighbourhood health care within the NHS estates programme across Kent and Medway.
They ensure that projects align with ICB and national strategies, support high quality service delivery, and meet the needs of local residents. The role manages business cases, budgets and contracts for assigned projects, ensuring compliance with legal and regulatory requirements and delivering value for money.
Main duties of the job
o Responsible for delivery of individual projects within the NHS primary, community and neighbourhood estates programme in Kent and Medway, ensuring alignment with ICB and national strategies and using a multidisciplinary approach.
o Manages business case development, budgets and contracts for assigned projects, ensuring compliance with legal and regulatory processes and delivering value for money.
o Responsible for management of specific processes and requirements in relation to general practice payments and premises schemes in line with the NHS (General Medical Services - Premises Costs) Directions 2024, working with both general practices and the District Valuer.
o Acts as the owner for specific relationships with partners, including NHS Property Companies and Local Authorities, contributing to the development and delivery of joint commissioning and estates strategies.
o Ensures delivery of relevant ICB statutory duties relating to estates, capital investment and infrastructure planning.
o Manages the process Oversees the process to respond to planning applications to secure planning obligations (S106 funding or delivery of infrastructure) for primary and community healthcare infrastructure in line with ICB policy/guidance. Ensures use of funding secured to support delivery of projects within own area of responsibility.
o Supports defined elements of the planning cycle, including assurance of progress, outcomes and delivery against plans.

Person Specification
Qualifications & Experience Essential
Educated to degree level or able to demonstrate equivalent experience in project management, contracting/commissioning or a related field. Experience working with NHS providers, contractors, local authorities or system partners. Experience supporting business case development and navigating capital approval processes. Experience managing budgets, contracts or procurement processes
Competencies & Attributes Essential
Ability to plan, coordinate and deliver projects and workstreams with strong project management skills Understanding of estates planning, capital investment and regulatory requirements Ability to interpret policy, guidance and technical information.
