About this role

Job summary

You will be responsible for the delivery of a portfolio of estates programmes and projects. encompassing primary, community and neighbourhood health care (out of hospital services), across Kent and Medway, ensuring alignment with ICB and national strategies, policies and investment frameworks.

Through a multi-disciplinary team approach they lead project development and delivery, ensuring that estates planning supports high quality, integrated services that meet theneeds of local residents.The postholder holds strategic relationships with partners and contributes to joint commissioning strategies.

Main duties of the job

Manages business case development and approvals processes ensuring compliance with legal and regulatory processes and delivering value for money. Ensures that delivery of the estates portfolio supports services to meet the needs of residents, working closely with colleagues across the ICB and system partners to ensureintegration. Manages estates capital planning, prioritisation and investment programmes in line with agreed estates strategy, plans and priorities. Provides oversight and management of processes, communications and requirements in relation to general practice payments and premises schemes in line with the NHS(General Medical Services - Premises Costs) Directions 2024, providing subject matter expertise to the primary care estates and primary care contracting and commissioningteams. This will include managing the ICBs relationship with the District Valuer. Will hold strategic relationships with specific partners, including NHS Property Companies and Local Authorities. Oversees the process to respond to planning applications to secure planning obligations and respond to bidding rounds to secure Community Infrastructure Levy (CIL) forprimary and community healthcare infrastructure in line with ICB policy/guidance.

Person Specification

Qualifications Essential

Educated to Master's level or able to demonstrate equivalent experience

Experience Essential

Programme management experience in commissioning or estates programmes in the NHS or similar complex system Experience developing business cases and navigating approval processes. Experience in general practice premises contractual requirements and application of The NHS (General Medical Services - Premises Costs) Directions 2024.

Attribute Essential

Builds credible and trusted relationships, working collaboratively across MDTs, organisations and system partners. Demonstrates sound judgement and a pragmatic approach to decision-making in complex and sometimes ambiguous situations.

Competency Essential

Strong organisational and planning skills, with the ability to manage multiple complex workstreams and competing priorities Ability to interpret national policy, legislation and technical guidance and apply them locally. Understanding of estates planning, capital investment, infrastructure prioritisation and regulatory requirements.
