Job SummaryYou will serve as a Supervisory General Engineer/Architect in the Project Management Branch (Director of Project Management), Planning, Design & Construction Directorate, of Naval Facilities Engineering Systems Command (NAVFAC) Atlantic.

QualificationsSelective Placement Factor (SPF): This position has an SPF which is current registration as a Professional Engineer (PE) or Architect (RA) from any state, the District of Columbia, Guam or Puerto Rico. If you meet this requirement, you must provide a copy of your current registration with your application. A copy of a wall certificate that does not show current registration status will not serve to verity you meet this requirement. In addition to the Basic Requirements and SPF for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing the following duties: 1) Leading project teams with responsibility to coordinate and manage scope, schedule, and budget for facilities planning, design, and construction; 2) Coordinating all phases of facilities planning, design, and construction independently within constraints and stakeholder requirements; 3) Developing, monitoring, and controlling schedules in coordination with stakeholders requirements and commitments; 4) Tracking and reporting project status using enterprise project management software tools, scheduled reports and briefings, and unscheduled data calls; 5) Preparing and presenting high-visibility reports, briefs, updates, and/or correspondence on project status including recommendations for unique solutions to highly complicated issues with project scope, schedule, funding, etc. ; 6) Coordinating the development and implementation of project acquisition plans in alignment with enterprise goals, legal constraints and best practices; 7) Managing the productive efforts of team personnel through priority-based workload assignments, balancing available resources, and identifying overall priorities; and 8) Providing mentoring, advice, and counsel to employees regarding technical, administrative, and performance matters; manages employee and project management community development and training in accordance with Community Management Plan and other Command requirements. Major DutiesYou will directly lead and supervise a technical and management staff comprised of civilian Mega Project Management Supervisors, Mega Project Managers, Senior Project Managers, Project Managers, and support staff.You will conduct comprehensive reviews and updates of program / project status for all PDC work in the division (particularly those identified as "high visibility") on a monthly basis as a minimum and more frequently, as necessary.Project Management Technical Expert for Military Construction(MILCON/ FSRM) providing PM Community Management for project planning, budgeting, programming, engineering, design, execution and construction of shore facilities and infrastructure.You will chair meetings and conferences to discuss architectural and engineering technical matters with management officials, headquarters, contractors, or staff members.You are responsible for execution of all major construction programs within the Command's Area of responsibility and directly responsible for execution of mega projects or projects of difficult or highly complex when assigned.
