About this role

What You Can Expect:

QHSSE Governance, Policies and Standards

• Establish, maintain and update QHSSE policies, standards, procedures, forms, templates and site checklists

• Develop company-wide safety, security, PMS, quality and environmental standards applicable to warehouse sites.

• Maintain standard QHSSE document control and support IMS/QMS documentation where QHSSE topics are involved.

• Drive standardization of QHSSE-related SOPs and Work Instructions across sites.

Workplace Safety and Security Management

• Lead the framework for workplace safety and security management across warehouses and related facilities.

• Define and monitor standards for visitor control, contractor control, PPE compliance, work permits, emergency access, facility safety and security readiness.

• Coordinate site safety/security inspections and ensure documented follow-up of findings.

Site HSSE Audits, Findings Monitoring and Risk Assessment

• Plan, conduct or coordinate site HSSE audits, safety inspections, security inspections and workplace risk assessments.

• Maintain the audit findings and risk register, assign owners, track due dates and verify action closure effectiveness.

• Escalate overdue, repeat or high-risk findings to the Managing Director, Head of Operations and relevant functional owners.

HSSE Training, Programs and Checklists

• Prepare and monitor the annual HSSE training and program calendar.

• Coordinate toolbox topics, safety/security orientations, emergency drills, MHE safety, first aid awareness, fire drill activities and contractor safety briefings.

• Maintain standard QHSSE checklists and training records for all sites.

Functional Coordination of Safety Officers, First Aiders, PCOs and ERT Members

• Provide functional direction, reporting templates and performance monitoring for site Safety Officers, First Aiders, PCOs / Managing Heads and ERT members.

• Maintain a site-by-site tracker of appointments, required training, certification validity, coverage gaps and reporting responsibilities.

• Consolidate site QHSSE inputs into the monthly QHSSE dashboard.

Vendor Audits and Contractor Controls

• Establish QHSSE requirements for contractors and vendors working within warehouse sites.

• Coordinate contractor safety orientation, work permit requirements, PPE compliance, risk assessment and post-activity review where applicable.

• Track vendor or contractor QHSSE findings and corrective actions in coordination with Admin, Operations and Compliance.

Incident Investigation, and CAR Monitoring

• Lead or coordinate investigations for QHSSE-related incidents, accidents, near misses, security events, environmental events and regulatory non-compliance issues.

• Ensure incident reports include facts, root cause, immediate containment, corrective action, preventive action, owner, due date and effectiveness check.

• Maintain incident, accident, near-miss, and CAR registers and report overdue actions to management.

Site Regulatory Compliance Monitoring and Reporting

• Monitor site-level regulatory compliance status related to safety, health, environment, emergency preparedness and security.

• Coordinate with Compliance Manager for legal/regulatory interpretation, formal compliance position and escalation of regulatory exposure.

• Track and consolidate required DOLE, DENR-EMB, LLDA, BFP, local government, Global and management reports where applicable.

QHSSE KPIs, Management Reporting and Dashboard

• Develop, monitor and report QHSSE KPIs including audit completion, findings closure, incident trends, training completion, regulatory action status and ERP/ERT readiness.

• Prepare and submit the monthly QHSSE dashboard directly to the Managing Director.

• Provide highlights, lowlights, top risks, overdue items, support required and action status during management review.

ERP / ERT Management and Emergency Preparedness

• Maintain emergency response procedures, ERT structure, drill schedule, drill records, emergency equipment readiness and improvement actions.

• Coordinate emergency drills and ensure post-drill findings are tracked until closure.

• Ensure sites maintain readiness for first aid response, evacuation, fire safety and emergency communication.

Operational SOP/WI and KPI Boundary

• Support Operations in reviewing operational SOPs and Work Instructions to ensure safety, security, quality, environmental and regulatory controls are properly embedded.

• Do not act as the primary owner of core operational SOPs such as inbound, storage, picking, packing, dispatch, billing, transport execution or WMS transaction processes; ownership remains with the relevant operational process owner.

• Monitor QHSSE KPIs and QHSSE controls. Core operational KPIs such as productivity, inventory accuracy, order fulfilment, transport performance, billing timeliness and site cost performance remain owned by Operations and Finance/Controlling as applicable.

What You Bring:

Required Skills/ Competencies:

• Strong understanding of QHSSE governance, workplace safety, security, environmental controls and site regulatory monitoring.

• Ability to conduct audits, inspections, risk assessments, incident investigations and CAPA/CAR follow-up.

• Good knowledge of warehouse operations, MHE safety, contractor controls, emergency response and site safety practices.

• Strong documentation, reporting and dashboard preparation skills, including KPI and action tracker discipline.

• Ability to influence site teams, Safety Officers, First Aiders, PCOs, contractors and cross-functional stakeholders without taking over site execution accountability.

• Good communication and training facilitation skills for toolbox meetings, safety/security orientations and management reporting.

• Strong attention to detail, practical risk-based judgment and structured problem-solving capability.

• Ability to coordinate with Compliance Manager on legal/regulatory interpretation and with Operations on site implementation and closure of actions.

Qualifications and Experience:

• Bachelor’s degree in Occupational Safety, Engineering, Industrial Engineering, Environmental Science, Logistics, Nursing with safety qualification, or a related field.

• Relevant occupational safety and health training such as BOSH, COSH or equivalent is preferred / required depending on statutory applicability.

• At least 3–5 years of relevant experience in QHSSE, HSSE, occupational safety, warehouse safety, logistics, manufacturing, facilities or a similar operational environment.

• Experience in audits, risk assessment, incident investigation, emergency response, CAPA/CAR tracking and management reporting is preferred.

• Exposure to ISO / IMS / QMS / EMS / OHS management systems and internal audit processes is an advantage.

• PCO accreditation or willingness to obtain PCO accreditation is preferred where site regulatory requirements require it.

• Experience coordinating Safety Officers, First Aiders, PCOs, ERT members or site safety committees is an advantage.

• Proficiency in Microsoft Office applications, especially Excel and PowerPoint, for dashboards, reports and trackers.
