QualificationsYou may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement. You must meet the minimum qualification requirements as stated in the Office of Personnel Management (OPM) Operating Manual, Qualification Standards for General Schedule Positions, http://www.opm.gov/qualifications/Standards/group-stds/gs-prof.asp. Specialized Experience: GS-12: You must have one year of specialized experience at the GS-11 or equivalent level. Specialized experience must be documented in your resume. Specialized experience is defined as: Specialized experience includes: Experience conducting workforce planning analysis by compiling, validating, and reconciling human capital data to draft reports, dashboards, and briefings that support management decisions and process improvement. GS-13 You must have one year of specialized experience at the GS-12 or equivalent level. Specialized experience must be documented in your resume. Specialized experience is defined as: Specialized experience includes: Experience leading complex, in-depth workforce and manpower analyses, developing strategic analytical models and executive dashboards, and advising senior leaders on resource alignment and process modernization. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Major DutiesLead in depth analyses of workforce composition, demographics, and trends to identify current and future competency gaps, aligning workload projections and human capital strategies along mission goalsApply creative thinking to develop, implement, and maintain dynamic workforce models, dashboards, and executive briefing materials, providing senior leadership with cutting-edge insights for data-driven decisionServe as key advisor to organizational leaders, leveraging change management principles to effectively guide stakeholders through complex workforce transitions, process implementations, and climate shifts.Evaluate and restructure workforce reporting tools and data controls, developing innovative data validation solutions to modernize human capital processes and optimize the management of a multi-sector staff.Partner with stakeholders to assess staffing needs, translate data into strategy, and build workforce plans that balance goals with budgets.RequirementsMust be a U.S Citizen as verified through E-Verify Program Drug Testing: If you are given access to classified information, you will be subject to random drug testing. If you are selected for a special sensitive position, you will be placed in a drug testing designated position. You must pass a drug test before your assignment to such a position and you will be subject to random drug testing subsequent to your assignment. Background Investigation: All selectees will be subject to a personnel security investigation which must be favorably adjudicated for occupancy of a sensitive position and/or access to classified information. If you are selected for a critical/special sensitive position, you will be subject to a Single Scope Background Investigation (SSBI). For a critical sensitive position, you must be able to obtain and maintain security clearance eligibility at the Top Secret level. For a special sensitive position, you must be able to obtain and maintain security clearance eligibility at the Top Secret/Sensitive Compartmented Information (TS/SCI) level AND you will be subject to a random counterintelligence scope polygraph.
