Specialized Experience: You must have one year of specialized experience at the GS-11 or equivalent level. Specialized experience must be documented in your resume. Specialized experience is defined as: Expertly advises management on employee relations casework, misconduct actions, and performance management, delivering data-driven recommendations to resolve sensitive workplace issues; administers employee relations programs and leverages personnel systems to optimize workforce discipline, compliance, and overall effectiveness. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Major DutiesThis position is located in the Employee Relations Branch at DCAA Headquarters. The incumbent provides comprehensive guidance on all aspects of human resources management, directly shaping the agency's workforce and employee relations landscape.Administers HR programs and projects, applying federal laws and agency policies across performance management, incentive awards, leave, and discipline to meet organizational goals and ensure compliance.Advises on employee relations matters, such as discipline, grievances, and performance, by researching cases, preparing formal responses, and maintaining accurate case files to support all actions.Identifies and analyzes complex employee relations issues, developing and implementing effective solutions.Advises and assists management on performance management processes and procedures, including reviewing performance elements, standards, and appraisals.RequirementsMust be a U.S Citizen as verified through E-Verify Program Drug Testing: If you are given access to classified information, you will be subject to random drug testing. If you are selected for a special sensitive position, you will be placed in a drug testing designated position. You must pass a drug test before your assignment to such a position and you will be subject to random drug testing subsequent to your assignment. Background Investigation: All selectees will be subject to a personnel security investigation which must be favorably adjudicated for occupancy of a sensitive position and/or access to classified information. If you are selected for a critical/special sensitive position, you will be subject to a Single Scope Background Investigation (SSBI). For a critical sensitive position, you must be able to obtain and maintain security clearance eligibility at the Top Secret level. For a special sensitive position, you must be able to obtain and maintain security clearance eligibility at the Top Secret/Sensitive Compartmented Information (TS/SCI) level AND you will be subject to a random counterintelligence scope polygraph.
