Manager of School Facilities (Eastern Region)Status: Temporary to March 31, 2027 (with the possibility of extension)Hours of Work: 35 hours / week (Full-time)Location: St. John'sSalary: HL-25 ($88,197 - $114,655)Competition #: 2627-45865-01SSThe Manager of School Facilities is responsible and accountable for the provision of a comprehensive facilities management program for the Eastern Region of NLSchools, which includes all aspects of school facilities operation, security, maintenance, and renovation; and the assessment of capital needs and planning and implementation of construction and repair projects.Structure:This position will report to the Director of School Facilities. Positions reporting to the Manager of School Facilities are:Five Operations Managers and one Maintenance Supervisor who collectively are responsible for the management of the day to day facilities operation and maintenance in each section of the region (Avalon East, Avalon West, Burin, and Vista).One Maintenance Clerk responsible for the day to day staff replacement, purchase requisitioning, document preparation, communication and other related office duties.Functions:The Manager of School Facilities is accountable for all aspects of facilities management for 118 schools, along with other related facilities. The incumbent is responsible for the overall effective operation of schools, design and construction management related to renovations, and ensuring that all Occupational Health and Safety, Fire and Life Safety, and other legislated code requirements are achieved.The Manager of School Facilities directs and manages maintenance, operations and custodial procedures for the region's one hundred and eighteen schools (> 5 million square feet) and associated grounds.The incumbent must ensure and participate in the inspection and assessment of all buildings for needed maintenance - organize and coordinate the repair and construction required. This includes the development of specifications for tenders in accordance with the Public Procurement Act, and the management of related budgets.The incumbent is responsible for ensuring that service contracts are in place for: scheduled maintenance of all fire alarms, fire extinguishers, fire hoses, sprinkler systems, heating and ventilation systems, elevators, building security, snow clearing and garbage collection/recycling.The incumbent is responsible for providing NLSchools with technical advice and solutions regarding accessibility improvements, modifications to support complex student needs, along with school capacity concerns. This position is responsible for overseeing building renovation and remodeling projects as required; water and sewer, excavation/backfilling, playing fields, sidewalks, concrete foundations, structural steel, masonry, carpentry, electrical, sheet metal, plumbing, glazing, flooring, roofing, mechanical ventilation and air conditioning, painting/plastering, communication systems, digital energy management control systems, road construction, and playgrounds.During the process of construction or renovation the incumbent is responsible for responding to concerns expressed by the school community, and where necessary participates in the design of engineering solutions for construction design detail problems. The incumbent ensures that that NLSchools is represented at all capital pre-construction and project job meetings.The Manager of School Facilities must be fully aware of building code standards required by legislation and ensure that they are applied in all school and administrative buildings by ensuring adequate supervision and inspection of all major repair and capital construction projects.The incumbent must ensure that all emergency and after-hours needs for custodial and maintenance services are responded to effectively.The incumbent maintains contact with officials of the Department of Transportation and Infrastructure, the Department of Government Services, engineering/archite
