Director Technical @ Pakistan Software Export Board (PSEB)

Qualification and Experience Minimum 16 years of education in Computer Science, Information Technology, Network Engineering, Information Security, Telecommunications, Electronics or other relevant ICT fields from a national or international university recognized by HEC. Candidates with related academic backgrounds demonstrating strong technical experience may also be considered. Minimum 12 years of post qualification experience in managing large scale IT, Telecom or digital infrastructure operations, with exposure to network architecture, cloud environments, IP services, cybersecurity or data centre systems, including at least 5 years in a leadership role involving technical strategy, infrastructure planning, operations management, policy engagement or technology leadership within telecom operators, large enterprises, cloud providers or public sector ICT organizations. Experience with government regulations, procurement procedures, PPRA requirements and public sector digital initiatives will be an advantage. Key Responsibilities Oversee the planning, deployment and optimization of PSEB’s ICT and digital infrastructure. Ensure high availability, security and scalability of technology environments across: Software Technology Parks, incubation centres and co working facilities, PSEB internal operations and digital platforms including TechDestination, portals and registries Introduce modern cloud, cybersecurity and data management practices across the organization. Implement robust disaster recovery, business continuity, network monitoring and cybersecurity frameworks. Provide technical input on MoITT policies, PTA and telecom regulations, and related compliance frameworks. Drive adoption of emerging technologies to enhance service reliability, operational efficiency and security. Define and enforce PSEB wide technology standards, IT policies, SOPs and cybersecurity protocols. Support national level decisions on cloud policy, cybersecurity readiness and digital infrastructure strategy. Ensure technology compliance with government rules, procurement frameworks and PTA or telecom regulations. Facilitate adoption of modern tools, platforms and digital services across IT companies and STPs. Provide technical advisory support for IT export growth initiatives, foreign investor enablement and international programs. Evaluate and recommend modernization of hardware, software, cloud services, cybersecurity tools and network architecture. Manage vendor engagements, technical evaluations, SLAs and procurement of IT infrastructure and services. Represent PSEB in MoITT committees, industry groups and technical working forums. Lead the design, development and continuous improvement of PSEB’s digital platforms including: TechDestination portal, Integrated Labour Management System (ILMS), Registration, certification and automation platforms, Talent, skills and training systems, Newly developed and upcoming digital platforms Ensure the usability, scalability, integration and security of all PSEB digital assets. Lead teams of network engineers, IT operations staff, product specialists and cybersecurity professionals. Build a high performance culture focused on operational excellence, reliability, cybersecurity and innovation. Provide mentorship, performance management and professional development support to technical teams. Skills and Competencies Deep expertise in network architecture, routing and switching, IP services, cloud technologies, virtualization, cybersecurity frameworks and data centre operations. Strong understanding of national ICT policies, telecom regulations, PTA rules, government procurement procedures and MoITT priorities. Proven ability to lead large scale technical operations, manage crises and deliver secure, reliable ICT services at national scale.
