Reports To Chief Executive Officer, PSEB Location Islamabad Maximum Age 55 years Job Type Full Time Role Overview The Chief Industry Development Officer (CIDO) will serve as a key member of PSEB’s senior management, responsible for facilitating the growth of Pakistan’s IT and ITeS sector. The role involves proactive engagement with public and private stakeholders to resolve sectoral challenges and ensure smooth business operations for IT and ITeS companies, call centers, and freelancers. The CIDO will oversee the fast-track registration of IT and ITeS entities with PSEB and provide sector-specific advisory and support services. The role includes planning and executing capacity-building initiatives, fostering public-private partnerships, and ensuring the development of IT-enabled infrastructure across the country. The incumbent will also spearhead the establishment of cutting-edge IT Parks, Software Technology Parks, BPO Centers, Co-Workspaces, and Centers of Excellence, creating an enabling ecosystem for innovation, research, and the global competitiveness of Pakistan’s IT and ITeS industry Qualifications Minimum 16 years of education in Engineering, Computer Science, Management, Business, Economics, or related fields from an HEC-recognized local or international university. Higher qualifications in Business Administration, Public Policy, or Finance will be preferred. Project Management Certification (e.g., PMP) is an added advantage. Experience Minimum 15 years of post-qualification experience in IT, business enablement, industry facilitation, infrastructure development, public-private partnerships, or related domains. At least 5 years of experience in project or program management involving stakeholder coordination, regulatory facilitation, or ecosystem development. Minimum 3 years in a senior leadership or decision-making role, preferably in a tech-focused, export-oriented, or public-sector organization. Experience working with regulatory authorities, chambers, provincial bodies, or business facilitation units will be considered highly relevant. Key Responsibilities Facilitate the IT and IT-enabled Services ITeS sector including companies, call centers, and freelancers by improving the ease and cost of doing business. Provide consulting and advisory support to resolve regulatory, commercial, and compliance challenges, and remove operational impediments. Proactively engage with key public and private stakeholders including relevant federal and provincial ministries, regulatory bodies, industry associations, chambers of commerce, and financial institutions to advocate for the needs of the IT and ITeS sector and facilitate policy and regulatory support. Lead the planning, development, and implementation of projects and initiatives to establish state-of-the-art IT Parks, Software Technology Parks, BPO Centers, Co-Workspaces, and Centers of Excellence across the country, creating an enabling infrastructure for IT and ITeS businesses, freelancers, and startups. Strengthen industry-academia linkages to align academic output with industry needs. Oversee and ensure the fast-track registration of IT and ITeS companies, call centers, and freelancers with PSEB. Maintain a comprehensive, searchable industry database to support strategic planning, policymaking, and access to investors, customers, and the global Pakistani diaspora Lead “Made in Pakistan” and localization initiatives to improve export visibility and sector competitiveness. Coordinate with entities such as MoITT, BOI, SECP, SBP, FBR, Provincial IT boards, and industry associations to create an enabling business environment. Provide inputs to policy formulation through industry research, consultations, and data analysis. Ensure data availability and insights for strategic planning and project design. Contribute to the Board and CEO with regular briefings on industry trends, sector performance, and facilitation measures.
