Designation: Director Trainings and Placement Grade: PPS-10 Fixed Salary: Rs. 437,500 per month (plus permissible benefits) Age Limit: 40 to 55 years 1. Qualification o PhD or Master’s degree (minimum 18 years of education) in Microelectronics, Semiconductor Technology, Electrical/ Electronics Engineering, ICT, Engineering Management, HR Development, or a closely related high-tech discipline from an HEC-recognized or reputable international university. o International certifications in Workforce Development, Technical Education, or Career Services Management will be an advantage. 2. Experience o PhD holders: Minimum 10 years of post-qualification experience with at least 5 years managing training, placement, or capacity-building programs in the high-tech sector (preferably semiconductors, electronics manufacturing, or ICT). o Master’s degree holders: Minimum 12 years of post-qualification experience with at least 5 years in a senior role in technical training and placement management for large-scale technology or industrial projects. 3. Mandatory exposure to: o Collaborating with international industry partners for technology workforce development. o Leading structured job placement programs in technology/engineering domains. o Developing and managing large-scale training programs (preferably linked with donor, PSDP, or industrial partnerships). o Experience in use of placement tracking systems, job matching platforms, and labor market analytics. 4. Key Skills: o Strategic planning and execution of technology workforce development and placement strategies. o Strong understanding of global semiconductor job markets and skill needs. o Excellent networking with technology industry employers, academia, and development partners. o Leadership in managing job readiness, and employment pipelines. o Proficiency in data-driven placement tracking and reporting systems. o Budgeting, procurement, and compliance management for training and placement initiatives. 5. Key Responsibilities: o Design and execute national-level training and placement strategy aligned with semiconductor industry workforce needs. o Lead development of job readiness programs, career counseling frameworks tailored to semiconductor and electronics sectors. o Forge strategic partnerships with local and international employers for high-quality placement opportunities. o Oversee development and deployment of placement tracking systems for real-time monitoring of employment outcomes and employer satisfaction. o Conduct periodic assessments and employer feedback surveys to fine-tune training and placement alignment. o Ensure placement KPIs are met, including targets for job offers, and employer partnerships. o Supervise the placement cell team and promote a high-performance culture. o Manage budget and procurement for all training and placement activities; ensure compliance with financial and audit guidelines. o Prepare and present regular reports to MoITT, PSEB, Planning Commission, and other stakeholders. o Identify risks and implement mitigation plans for uninterrupted execution of placement objectives. 6. Performance-based Increment: o 5% annual increment subject to achievement of KPIs and overall performance as per approved plan.
