Designation: Project Director Grade: PPS-11 Fixed Salary: Rs. 612,500 per month (plus permissible benefits) Age Limit: 40 to 55 years-- 63 years age will be considered on exceptional cases. 1. Qualification: o PhD or Master’s degree (minimum 18 years of education) in Microelectronics, Semiconductor Technology, Electrical/ Electronics Engineering, ICT, Engineering Management, or a closely related high-tech discipline from an HEC-recognized or reputable international university. o Certification in Project Management (PMP/Prince2) will be considered an advantage. 2. Experience: o PhD holders: Minimum 12 years of post-qualification experience, with at least 5 years in senior leadership managing large-scale technology workforce development or capacity-building projects, preferably in semiconductors, electronics manufacturing, or ICT. o Master’s degree holders: Minimum 15 years of post-qualification experience, with at least 5 years in senior leadership of national/international skill development or technology transfer programs. 3. Mandatory exposure to: o Management of large-scale (PKR 1 billion+) development projects (PSDP, donor-funded, or equivalent). o International collaboration with technology providers, academia, and industry. o Budgeting, financial management, and reporting for high-value public sector projects. 4. Key Skills: o Strategic planning and execution for high-tech talent development. o In-depth understanding of semiconductor sector workforce requirements. o Strong project management, including financial, risk, and scope management. o Experience with national/international accreditation bodies. o Leadership and team-building capabilities. o Ability to foster partnerships with academia, R&D organizations, and global semiconductor companies. o Proficiency in M&E frameworks and reporting systems. 5. Key Responsibilities: o Lead and manage all aspects of the National Semiconductor HR Development Program, ensuring timely and successful execution. o Design and implement training, certification, and capacity-building initiatives for the semiconductor sector aligned with international standards. o Build partnerships with global technology leaders, universities, and industry. o Oversee curriculum development, lab setup, and learning infrastructure. o Manage budget, procurement, and compliance with public sector financial guidelines. o Develop and implement monitoring and evaluation frameworks. o Supervise and manage project teams to ensure high performance. o Prepare and present progress reports to MoITT, Planning Commission, PSEB, and other stakeholders. o Identify risks and implement mitigation measures. 6. KPIs for Annual Performance Appraisal: a. Achievement of Project Milestones: Minimum 90% of annual targets (training, certifications, infrastructure setup) completed within approved timelines. b. Budget Utilization: At least 95% utilization of annual budget allocations with no major audit objections. c. Stakeholder Engagement: Formal collaboration/MoUs with minimum 3 international semiconductor industry partners or academic institutions. d. Quality Standards Compliance: All training programs accredited or in process of accreditation with relevant national/international bodies. e. Monitoring & Reporting: Timely submission (100% compliance) of quarterly progress reports and M&E documentation. f. Risk Management: Implementation of risk mitigation strategies resulting in no critical project delays. g. Staff Development: 100% of project team provided with at least one capacity-building opportunity annually. 7. Performance-based Increment: o 5% annual increment subject to achievement of KPIs and overall performance as per approved plan.
