About this role

Qualifications Minimum 16 years of education in ICT, Business Administration, Educational Leadership and Management, Marketing, Mass Communication, International Relations, Project Management, HR, Public Policy, Management Sciences, Finance, engineering or equivalent in related fields from a national or international university/institute recognized by HEC. Experience Minimum 8 years of progressive experience in managing international IT workforce placement, HR recruitment, and global talent mobility programs. Hands-on experience in developing and executing strategies for placing IT professionals in international job markets. Experience in analyzing global IT job market trends, identifying high-demand skill areas, and mapping country-specific job opportunities. In-depth understanding of international employment laws, visa regulations, and foreign work permit processes. Experience in designing and managing digital talent pools, utilizing AI-based recruitment platforms and job-matching technologies. Project management experience in executing workforce mobility initiatives, collaborating with government bodies, private sector stakeholders, and international job markets. Experience in negotiating employment MoUs, G2G workforce placement agreements, and global talent acquisition programs. Key Responsibilities Conduct ongoing research on international IT job trends, identifying in-demand skills in key global markets. Map country-specific IT workforce requirements, ensuring Pakistani IT professionals are trained and certified to meet employer demands. Develop data-driven talent placement strategies by collaborating with international recruitment agencies and labor market analysts. Prepare and present market intelligence reports on global workforce mobility, salary benchmarks, and emerging job roles in the IT sector. Develop partnerships with multinational IT firms, staffing agencies, and overseas recruitment firms for workforce placements. Maintain a structured IT talent database, ensuring a continuous pipeline of skilled professionals for international job opportunities. Coordinate international virtual job fairs, recruitment summits, and digital hiring events to expand Pakistan’s IT talent presence in global markets. Support the development of G2G (Government-to-Government) workforce mobility frameworks to ensure structured job placement for Pakistani IT professionals abroad. Promote Pakistan’s IT talent pool through engagement with international business councils, IT industry associations, and foreign chambers of commerce. Identify global IT skill gaps and coordinate with universities, training institutes, and certification bodies to align curriculum with international job market requirements. Manage a digital portal for Pakistani IT professionals, providing job-matching services and a centralized hiring platform for international recruiters. Organize engagement sessions, networking events, and training workshops to bridge the gap between IT graduates and international employers. Collaborate with legal consultants and labor experts to improve Pakistan’s skilled labor migration frameworks.
