Qualifications Minimum 16 years of education in ICT, Business Administration, Educational Leadership and Management, Marketing, Mass Communication, International Relations, Project Management, HR, Public Policy, Management Sciences, Finance, engineering or equivalent in related fields from a national or international university/institute recognized by HEC. Experience A minimum of 12 years progressive experience in international workforce development, global HR recruitment, and IT talent mobility. This includes managing international recruitment efforts and developing strategies for placing IT professionals abroad. Extensive experience in managing international recruitment efforts, developing global job placement strategies, and overseeing international workforce partnerships. Proven track record in negotiating and securing bilateral workforce demands from foreign governments, multinational corporations, and global tech employers. Experience in establishing MoUs, G2G (Government-to-Government) agreements, and B2B workforce collaborations for IT talent mobility. Expertise in analyzing global IT job market trends, including demand-supply assessments, skill requirements, and emerging technology job roles. Hands-on experience in developing country & key markets-specific IT workforce training programs. Familiarity with international labor laws, visa policies, and compliance regulations for IT workforce migration. Experience in employer outreach and strategic partnerships with embassies, recruitment agencies, multinational IT firms, and digital job platforms. Project management experience in executing large-scale IT talent export initiatives, including capacity-building programs and certification alignment with global standards. Strong industry connections with top-tier technology firms for facilitating IT workforce placement. Key Responsibilities Develop and implement Pakistan’s IT talent export strategy to ensure that local professionals meet international job market requirements. Establish G2G workforce agreements to facilitate the placement of Pakistani IT professionals in high-demand global markets. Collaborate with embassies, foreign recruitment agencies, and multinational corporations to secure hiring pipelines for Pakistani IT professionals. Integrate global IT certification programs to increase the employability of Pakistani IT talent abroad. Create international job readiness programs, reskilling initiatives, and language training programs to enhance the adaptability of Pakistani IT professionals in foreign markets. Identify and negotiate bilateral workforce agreements and employer-driven MoUs with governments and private sector entities in high-demand IT markets. Engage with international business councils, chambers of commerce, and IT clusters to create opportunities for IT workforce mobility. Coordinate with foreign IT associations and trade bodies to align Pakistan’s IT workforce policies with international labor market needs. Align training programs with global job market trends, ensuring Pakistani IT professionals are trained in future-proof skills. Collaborate with HEC, universities, and private training institutions to incorporate international IT workforce mobility standards into curricula. Develop mechanisms for tracking and monitoring employment outcomes of IT professionals placed in foreign jobs. Lead initiatives to connect Pakistani IT graduates with multinational employers through career fairs, virtual hiring events, and digital job portals. Advise Pakistan’s government on workforce export policies, drafting recommendations for IT talent migration frameworks. Collaborate with ministries, regulatory bodies, and immigration authorities to facilitate efficient IT workforce migration processes. Represent Pakistan’s IT workforce at international forums, summits, and global labor policy discussions.
